EJC:adg <br />9/6/77 <br /> <br />RESOLUTION NO. 77-107 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA OPPOSING ADOPTION OF THE DRAFT <br />REPORT ENTITLED "URBAN DEVELOPMENT STRATEGY <br />FOR CALIFORNIA." <br /> <br /> WHEREAS, the State Office of Planning and Research <br />has published a draft report entitled "Urban Development Strategy <br />for California;" and <br /> <br /> WHEREAS, the heart of the proposed plan is 13 policies <br />and 46 recommended actions which propose drastic changes in <br />established economic, social, and political structures with <br />many possible pitfalls; and <br /> <br /> WHEREAS, for many of the terms used, precise defini- <br />tions are not stated, i.e., "appropriate locations," "existing <br />urban areas," etc.; and <br /> <br /> WHEREAS, this plan will artificially reduce the amount <br />of land available for building, thereby driving up the cost <br />of both land and homes, both new and old; and <br /> <br /> WHEREAS, implicit throughout the plan is the concept <br />that local units of government have failed and that planning <br />by an ever greater centralized bureaucracy can satisfy the <br />needs of our citizens better than local governmental juris- <br />dictions; and <br /> <br /> WHEREAS, a fundamental premise of the American system <br />is the utilization of a free and open market place, one in <br />which the people, through their purchasing power, make the <br />basic decisions about the quality of life they prefer. The <br />use of resources - land, air, water and energy - have been in <br />response to the market dictates of the people. This freedom of <br />choice appears to have a certain repugnance to the authors <br />of the Urban Development Strategy; and <br /> <br /> WHEREAS, it is doubtful that the legislature and <br />the people of California are prepared to substitute planning <br />dictates for market choices which is the obvious consequence <br />of a document which proposes to "redirect growth;" and <br /> <br /> WHEREAS, implementation of these policies and recom- <br />mendations will mean even greater imposition of controls, <br />governmental regulation and the stifling of free enterprise; and <br /> <br /> WHEREAS, the development process is now too littered <br />with restrictions, prohibitions, regulations, and a tangle <br />of bureaucratic red tape imposed in recent years by state <br />government on local governments. It is time to clear up those <br />pathways - or at least stop clogging them further. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council <br />of the City of Santa Ana that the State Office of Planning and <br />Research be encouraged to develop an urban development <br />strategy that identifies the development needs of our population <br />existing and projected - for housing, commerce, industry and <br />related community facilities, and outlines an 6rderly and <br />responsible process for accommodating growth in those areas <br /> <br /> <br />
