CTD:nr <br />9-19-77 <br /> <br />RESOLUTION NO. 77-108 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA RECOMMENDING CERTAIN ACTIONS ON <br />ASSEMBLY BILL 1852 RELATING TO NUCLEAR POWER <br />PLANTS <br /> <br /> WHEREAS, the State Energy Resources Conservation <br />and Development Commission has found that the need exists for <br />additional energy in Southern California; and <br /> <br /> WHEREAS, State legislation enacted during the 1975-76 <br />session requires that the State Energy Resources Conservation and <br />Development Commission make specified findings regarding nuclear <br />fuel reprocessing and waste management before any project may <br />be licensed; and <br /> <br /> WHEREAS, the President of the United States has called <br />for the use of nuclear power to provide a share of the nation's <br />energy production, but because of concern of the risk of the <br />proliferation of nuclear weapons, has also announced that the <br />Federal Government will defer indefinitely the commercial repro- <br />cessing of nuclear fuel, thereby preventing the State Energy <br />Resources Conservation and Development Commission from making said <br />findings; and <br /> <br /> WHEREAS, the inability to make such findings because <br />of said change in federal policy will make licensing of needed <br />power plants impossible without amendment of the law. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of <br />the City of Santa Aha: <br /> <br /> That the City of Santa Ana urges the Legislature and <br />the Governor of California to i~ediately take all action made <br />necessary by changes in federal policy and amend existing law, <br />specifically California Public Resources Code, Sections 25524.1 <br />and 25524.2, that now impede or prevent the timely licensing of <br />essential power projects. <br /> <br /> That the City of Santa Ana would support the enactment <br />of Assembly Bill 1852 if it were amended to produce the above <br />result. <br /> <br /> That the City of Santa Ana urges other Southern Cali- <br />fornia cities and local agencies who will be provided electric <br />power from any project to enact similar resolutions urging reform <br />of the State laws. <br /> <br /> That upon adoption of this Resolution by the City Coun- <br />cil of the City of Santa Ana, the Clerk of the Council is directed <br />to forward a copy of this Resolution to the office of the Gover- <br />nor of the State of California. <br /> <br /> <br />
