RESOLUTION NO. 77-117 <br /> <br />A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA HONORING <br />HOWARD W. CROOKE IN MEMORIAM <br /> <br /> WHEREAS, it is the desire of the City Council of the City <br />of Santa Ana to recognize citizens whose contributions have made <br />Santa Ana a better city by improving the quality of life; and <br /> <br /> WHEREAS, the passing of Howard W. Crooke on September 1, <br />1977, was of great sorrow to the citizens of Santa Ana; and <br /> <br /> WHEREAS, Howard W. Crooke was a long-time resident of Orange <br />County, representing the citizens of Orange County on numerous <br />advisory boards; and <br /> <br /> WHE~AS, Howard Crooke served as Manager of the Orange County <br />Water District for 15 years; and <br /> <br /> WHEREAS, Howard Crooke served the City of Santa Aha for nine <br />years as Santa Ana's representative to the Board of Directors of <br />the Metropolitan Water District of Southern California; and <br /> <br /> WHEREAS, Howard Crooke was the principal figure in develop- <br />ing underground storage as Orange County's main water supply; and <br /> <br /> WHEREAS, Howard Crooke successfully persuaded Orange County <br />water jurisdictions to create a consolidated water supply, thus <br />forever preserving critically needed water for Orange County and <br />insuring future growth in every activity in the County, including <br />agricultural, residential and business; and <br /> <br /> WHEREAS, Howard Crooke's foresight and creative thinking <br />provided an underground water basin management program in 1954 <br />for Orange County as the first of its kind anywhere in the world; <br />and <br /> <br /> WHEREAS, Howard Crooke substantiallyprovided the "know how" <br />to develop a continual water supply to the 1.7 million people of <br />Orange County thus holding the County in good stead during drought <br />years; and <br /> <br /> WHEREAS, Howard Crooke will be greatly missed in his passing <br />as an orange grower, developer, administrator, director, represen- <br />tative and innovator for Santa Ana and Orange County. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the City Council of the <br />City of Santa Ana, in memoriam, that it wishes to honor one of <br />Orange County's most dedicated citizens. His creative thinking <br />and innovative ideas have preserved forever the future growth and <br />security of Orange County's agriculture, business, recreation and <br />opportunities for citizens to reside in Orange County through <br />future water supplies.
