RESOLUTION NO. 77-118

<br />A RESOLUTION OF THE CITY COUNCIL OF THE
<br />CITY OF SANTA ANA HONORING DR. HORACE W.
<br />LEECING, AND EXPRESSING THE APPRECIATION
<br />OF THE CITY OF SANTA ANA UPON HIS RETIREMENT.
<br />
<br /> WHEREAS, Dr. Horace W. Leecing was born in Ames, Iowa,
<br />and has been in family practice for more than 50 years in Santa
<br />Aha, and;
<br />
<br /> WHEREAS, Dr. Leecing's education was acquired at Grinnell
<br />College, Grinnell, Iowa, the College of Osteopathic Physicians
<br />and Surgeons, Los Angeles, and the California College of Medicine
<br />which is now the University of California at Irvine; and
<br />
<br /> WHEREAS, he is a member of the American Medical Association,
<br />the California Medical Association, and the Orange County Medical
<br />Society, and;
<br />
<br /> WHEREAS, Dr. Leecing has served as President of the
<br />Santa Ana 20-30 Club and the Santa Ana Rotary Club, and;
<br />
<br /> WHEREAS, he began his practice when there were only 120
<br />doctors in Orange County compared to the current 2,000, and;
<br />
<br /> WHEREAS, during the depression of the 1930's the possible
<br />foreclosure of the old Santa Ana Community Hospital was averted
<br />by the generosity of Mr. James Irvine who was a patient of Dr.
<br />Leecing's at that time, and;
<br />
<br /> WHEREAS, he has served as the Chairman of the Staff
<br />of Santa Ana-Tustin Community Hospital and has seen that facility
<br />grow from 42 beds to today's modern 300 bed medical center, and;
<br />
<br /> WHEREAS, for years he made house calls for $3.00 and
<br />on many occasions his bills were traded out with beans, walnuts,
<br />eggs or oranges, and;
<br />
<br /> WHEREAS, many of these former ranchers, their children
<br />and grandchildren are still Dr. Leecing's patients today, and;
<br />
<br /> WHEREAS, it is with profound satisfaction and gratifi-
<br />cation that Dr. Horace W. Leecing has seen the growth of medicine
<br />in Santa Aha evolve from a fearful hospital admission as a last
<br />resort, to the present sense of hope and security for renewed
<br />and improved health,
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED, that the City Council
<br />of the City of Santa Ana expresses for the City, and the citizens
<br />of the City, their complete respect, appreciation, and thanks to
<br />Dr. Horace W. Leecing for his more than fifty years of service
<br />to the people of Santa Anao
<br />
