ESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA URGING INCREASED EDA <br />FUNDING <br /> <br /> WHEREAS, the greatest concentration of unemployed and <br />underemployed persons in the United States is'in the nation's <br />cities; and <br /> <br /> WHEREAS, the disproportionate city costs of providing <br />support services to these unemployed and underemployed persons <br />severely restricts local activity in the economic improvement <br />initiatives which would strike at the core of their problems; <br />and <br /> <br /> WHEREAS, President Carter has repeatedly stressed the <br />essential role of the private sector in local economic recovery <br />and his desire to implement an Urban Policy which would maxi- <br />mize private sector investment in the nation's cities; and <br /> <br /> WHEREAS, the Economic Development Administration of the <br />Department of Commerce has demonstrated its ability to co- <br />operate with local governments in devising and executing local <br />economic development programs which leverage private sector <br />investment; and <br /> <br /> WHEREAS, great potential exists for major local economic <br />development through maximum funding of EDA programs such as <br />Title I, Section 204 loans and Title IX, <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City of Santa Ana <br />urges the President to request, and the Congress to appropriate <br />for fiscal year 1979, funding of these programs at least three <br />times what it is in Fiscal Year 1978. <br /> <br /> ADOPTED this 7th day of <br />the following vote: <br /> <br /> AYES: <br /> NOES: <br /> <br /> ABSENT: <br />ATTEST: <br /> <br />November <br /> <br />COUNCILMEN: Ward, Yamamoto, Bricken, <br /> Evans, Garthe, Brandt <br />COUNCILMEN:.
