RESOLUTION NO. 78-7 <br /> <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA REQUESTING THE COUNTY OF ORANGE <br />TO ACT AS THE LEAD AGENCY IN THE STUDY AND <br />EVALUATION OF HIGHWAY TRAFFIC CAPACITIES WITH- <br />IN THE CENTRAL/SOUTHERN ORANGE COUNTY AREA <br /> <br /> WHEREAS, there appears to be a large deficiency in high volume <br />highway traffic capacities through the cities of Costa Mesa and <br />Irvine; <br /> <br /> WHEREAS, this deficiency is resulting in the development of a <br />monumental traffic problem through the central core area of Orange <br />County; <br /> <br /> WHEREAS, the City of Santa Ana recognizes the need for immediate <br />response to the problem by the initiation of planning and analysis <br />studies; <br /> <br /> WHEREAS, THE City of Santa Ana feels that the magnitude of the <br />issue is larger than any one of the cities involved can respond to <br />individually; <br /> <br /> WHEREAS, the City of Santa Ana is of the opinion that Orange <br />County Environmental Management Agency has a responsibility to the <br />people of the entire county to insure adequate transportation facil- <br />ities irrespective of city jurisdictional boundaries. <br /> <br /> NOW, THEREFORE, be it resolved that the City Council of the <br />City of Santa Ana does hereby request that the Orange County Board <br />of Supervisors direct the staff of the Environmental Management <br />Agency to act as the lead agency in the preparation of a study of <br />the traffic congestion and highway needs within the central/southern <br />Orange County area. <br /> <br /> ADOPTED this 16th day of January , 1978, by the follow- <br />ing vote: <br /> <br />AYES: COUNCILMEN: Brandt, Garthe~ <br /> Yamamoto~ Ward <br />NOES: COUNCILMEN: None <br /> <br />Bricken, 0rtiz, <br /> <br />ABSENT: COUNCILMEN: Evans <br /> <br />ATTEST: ~~R~ <br />CLERK OF THE COUNCIL <br /> <br />APPROVED AS TO FORM: <br /> <br />KEITH L.
