First Street <br />cp 4� <br />The Council having unanimously waived the reading of the Ordinance, on motion of II <br />Councilman Hubbard, seconded by Hall and carried, the following Ordinance entitled: <br />"Ordinance No. NS-324 adding Part 2 to Chapter 1, Article II of the <br />Santa Ana Municipal Code fixing bonds required of certain Officers <br />of the City" <br />was considered and passed by the following vote: <br />Ayes, Councilmen Royal E. Hubbard, Stanley C. Could, Jr., <br />A.A.Hall, J. Ogden Markel, Dale H. Heinly <br />Noes, Councilmen None <br />Absent, Councilmen None <br />11 <br />The Council having unanimously waived the reading of the Ordinance, on motion of <br />Councilman Hubbard, seconded by Hall and carried, the following Ordinance entitled: <br />"Ordinance No. NS-325 amending the Santa Ana Fire Code adopted <br />by Ordinance No. 864" <br />was considered and passed by the following vote: <br />Ayes, Councilmen Royal E. Hubbard, Stanley C. Gould, Jr., <br />A.A.Hall, J. Ogden Markel, Dale H. Heinly <br />Noes, Councilmen None <br />Absent, Councilmen None <br />11 <br />Reverend Ferguson A. Wilson appeared before the City Council in regard to protests <br />reference the operation of his sound amplifying system at Fourth and Broadway on <br />Monday and Friday nights. After discussion, Reverend Wilson agreed to lower the <br />sound of the amplifying system and to abide by the regulations provided for in the <br />anti -sound Ordinance. <br />11 <br />A petition was presented signed by fifty-nine residents in the neighborhood of the <br />Dairy Treat, 617 West First Street, requesting that action be taken to stop the <br />noise and disturbance at said location. On motion of Councilman Hubbard, seconded <br />by Hall and carried, the petition was received and filed. Mr. .J.D.Grandstaff, 615 <br />West First Street, stated the juke box is operated from 9 A.M. to 12 midnight, sevet <br />days a week, and is a gathering place for juveniles. It was moved by Councilman <br />Hubbard, seconded by Gould and carried, that the matter be referred to the City <br />Attorney for investigation and examination of the Police reports to determine if <br />it is justified to file a complaint to abate the public nuisance, and to report bac <br />his recommendations to the City Council. <br />11 <br />Clerk's statement <br />On motion of Councilman Hubbard, seconded by Markel and carried, the communication <br />Assess. Dist. No. 202 <br />Portions of Towner, <br />from the Clerk of the Council was received and filed stating that the signatures of <br />Russell, Rosewood et al <br />eA90 <br />property owners on the petition had been verified with the County Assessor's recordi <br />and found to be sufficient for the formation of Assessment District No. 202 for the <br />street improvements on portions of Towner Street, Russell Avenue, Rosewood Avenue; <br />Wilshire Avenue and Borchard Avenue. <br />Protest <br />Communication was presented from J.H.Biggar, 1110 North Main Street, protesting the <br />J.H.Biggar: <br />Set hearing date <br />proposed plan of establishing Tenth Street west to east, as a one-way street, and <br />on one-way street <br />444Y <br />suggesting, as a solution, the elimination of parking on the downtown portion of <br />Tenth Street. It was moved by Councilman Hubbard, seconded by Markel and carried, <br />that a public hearing be held on June 16, 1958, to consider the designation of Tent! <br />Street between Main Street and Bush Street as a one-way street east bound. <br />Appointments <br />Communication was presented from the Chairman, Personnel Board, advising of two <br />Personnel Board <br />cq 49 <br />vacancies on the Board. William J. Stauffer and Donald L. Hayden were nominated <br />to fill the terms expiring July 1, 1961 and July 1, 1959 respectively on the <br />Personnel Board. On motion of Councilman Hubbard, seconded by Hall and carried, <br />the appointments were approved. <br />11 <br />
