Council Chamber <br />Santa Aha City wa11 <br />August 4, 1958. 7:30 P.M. <br /> <br />City Council met in regular session. <br />~e~ting called to order by the Mayor. <br /> <br />Present: Councilmen <br />Absent: Counct 1 men <br /> <br />Royal E. Hubbard, Stanley C. Gould, Jr., <br />A.A.W~11~ Dale H. Heiuly <br />J. Ogden Markel <br /> <br />The Pledge of Allegiance was given. <br /> <br />Tnvocation was given by Reverend Robert Bos of the First Presbyterian Church. <br /> <br />Each member of the City Council having received copies of the Minutes of <br />July 2_1, 1958, reading of the Minutes was dispensed with and approved on <br />motion of Councilman Hubbard, seconded by F~"l! amd. carried. <br /> <br />Bid acceptance <br />Sanitary sewer on <br />Raitt Street from <br />Fairview to Cubbon <br /> <br />A tabulation of bids was presented by the Manager for the construction of sanitary <br /> <br />cew~r on Raitt Street from Fairview Avenue to Oubbon Street, Project No. 22, as <br /> <br />follows: <br /> <br />Danfel Estrada ~-~-~.28 10~ bond <br />Edwin L. Barkley 1816.50 10~ bond <br />Ted Worley 1847.50 lo~ bond <br />Sanitary ~ineering Co. 2123.75 lO~ bond <br /> <br />On rec~ndation of the c~tttee, and on motion of Councilma~ Hubbard, seconded <br /> <br />by w~l 1 and carried, the low bid of Edwin L. Barkley, in the sum of $1816.50, on <br /> <br />the basis of the unit prices as set forth in his bid proposal, was accepted and <br /> <br />Hearing <br />Vacate portion E. 5th <br />St. between Poinsettia <br />St. and Sou. Pac. Co. <br />R.R. right-of-way <br /> <br />~11 other bids rejected. <br /> <br />This bein~ the dste set for hearing on the vacation of a portion of East Fifth <br />Street between Poinsettia Street and the Southern Pacific Co. Railroad right-of-way, <br />the Clerk read c,~....~nicatlon from the Southern Counties Gas Co~ requesting that <br />their franchise rights be reserved. On motion of Col~ucllman GOuld, seconded by <br /> <br />and carried, the communication was received and filed. It was moved by <br /> <br />Councilman Gould, seconded by Hubbard and carried, that the matter gO off the <br /> <br />Hearing - Amendment <br />No. 254 - Plaguing <br />Commission initiated <br />Area described in "Main <br />and Newport N.E.Annex" <br />OrdinAnce <br /> <br />calendar. <br /> <br />This being the date set for hearing and no protests having been received, amendment <br />No. 254 initiated by the Planning Commission was considered to reclaesify frc~ <br />to M-1 District that ax, ea described in the '1~ain and Newport N.E. Annex", as a <br />tr~-~o~,Alar~shaped parcel located south of Dyer Road, east of Main Street and wast <br /> <br />of Newport Avenue, excepting a portion of said annexed area bounded on the wast by <br /> <br />Main Street, on the east by Newport Avenue, on the north by an east-w~st line of <br /> <br />Main Street and Newport Avenue, which is to be reclassified from R-1 to C-2-PK <br /> <br />District. On motion of CoumcJlm~ Hubbard, seconded by M~11 and carried, the fol- <br /> <br />lowing Ordi,~nce entitled: <br /> <br />"Ordinance ~mending Article IX of the Santa Aha Mmmicipal Code to <br />change the district classification of certain property and to <br />adopt Sectional District Maps 30-5-5 and B1-5-9" <br /> <br />Hearing <br />Weed assessments <br />Reso. No. 58-190 <br />Allowing protests <br /> <br />was introduced, considered and placed on file for second reading. <br /> <br />This being the date set for hearing on the weed assessments, Louis ~OO~m~n~ owner <br /> <br />of property at 2701 South Main Street, stated he had been assessed $16.~O by the <br />City for cleaning the weeds on his property and presented two bills paid for hiring <br />men to cut the weeds and requested that the City charges be deleted. The Director <br /> <br />of Public Works stated he had tickets which showed the man hours and r~.~s of the <br /> <br />persons who did the work. ~rs. Ma~rie O&ins, 1516 North English Street, protested <br /> <br />the manner in which the work was done on her property and stated that the burning <br /> <br />of the weeds cumpletely d~,aged a walnut tree, orange tree and a grape vine. She <br /> <br />also said that about one-half of the work was done before the City forces came on <br /> <br />the property and protested the charge of $37.64. Nearing declared closed.
