SPRAGG, FOR SERVICES RENDERED TO THE <br />CITY OF SANTA ANA <br /> <br /> WHEREAS, Bruce C. Spragg entered the service of <br />the City of Santa Ana as the city's first assistant city <br />manager, on July 18, 1966; and <br /> <br /> WHEREAS, thereafter, Bruce C. Spragg was appointed <br />acting city manager on June 16, 1972 and city manager on <br />September 1, 1972; and <br /> <br /> WHEREAS, during his tenure as city manager, Bruce <br />C. Spragg: <br /> <br />Assisted in the development of a crime <br />abatement program for the city which <br />achieved the greatest decrease in major <br />crimes among California cities and the <br />second such decrease among cities nation- <br />ally in 1976; <br /> <br />Provided the fiscal leadership to achieve <br />the largest decrease in the city's tax <br />rate in ten years in fiscal year 1977-78; <br /> <br />3. Served as the city's chief labor negotia- <br /> tor in the years between 1972 and 1978; <br /> <br />Assisted in the development of and pro- <br />vided leadership for the city's first <br />paramedic program; <br /> <br />Se <br /> <br />Assisted in the development of and provided <br />leadership for the city's first redevelop- <br />ment program, which has provided significant <br />growth opportunities for the city's future; <br /> <br />e <br /> <br />Provided the leadership to form a consortium <br />of Orange County cities for the "Man in <br />Washington" program, thereby enabling the <br />City of Santa Ana to secure millions of dol- <br />lars of federal program assistance; <br /> <br />7. Assisted in the'development of the city's <br /> first fire protection master plan; <br /> <br />e <br /> <br />Assisted in the development of the first <br />county urban regional park in Orange County, <br />which is to be constructed hereafter; <br /> <br />Supervised and assisted in the development <br />of the city's housing authority, and its <br />operation; <br /> <br /> <br />
