The vacation of the said streets and alleys will facilitate smoother traffic circulation by focusing traffic flow on to major arterial streets. 4. The vacation of the said streets and alleys will aid in.eliminating current blight conditions in the area by decreasing excessive rights of way, traffic intersections, and small, inefficient blocks. WHEP~AS, pursuant to the provisions of § 2381 of the Streets and Highways Code of the State of California, the City Council does hereby find and determine that none of said streets and alleys, nor parts thereof, are useful as non-motorized transportation facilities; NOW, THEREFORE, the City Council of the City of Santa Ana does hereby order that those portions of Second Street, Garnsey Street, Parton Street and all east-west alleys in the area bounded by First Street, Flower Street, Third Street, and former Van Ness Avenue, in the City of Santa Aha, more fully described in "Exhibit A" attached hereto and made a part hereof by this reference, be and is hereby vacated.
