RESOLUTION NO. 78-145 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA EXPRESSING ITS CONCERN <br />THAT HOUSING & COMMUNITY DEVELOPMENT ACT <br />(HCDA) FUNDS ALLOCATED TO AND DECLINED BY <br />CERTAIN ORANGE COUNTY CITIES BE RE-ALLOCATED <br />TO ORANGE COUNTY CONSORTIUM CITIES. <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />NOW, <br /> <br />the Housing & Community Development Act of 1974 (HCDA) <br />was enacted by Congress for the purpose of combatting <br />the problems of urban blight and decay; and, <br /> <br />the Orange County Consortium Cities consist of five <br />large, centrally located cities in the Orange County, <br />California Standard Metropolitan Statistical Areas with <br />a combined population of over 665,000; and, <br /> <br />the Orange County Consortium Cities have a proven track <br />record of developing and implementing very successful <br />Housing and Community Development programs within their <br />communities; and, <br /> <br />it has come to the attention of this Council that certain <br />other cities in Orange County, California have declined <br />the funds available to them under the Housing and Com- <br />munity Development Act. <br /> <br />THEREFORE, BE IT RESOLVED by the City Council of the City <br /> of Santa Ana, as follows: <br /> <br />That the HCDA funds allocated by HUD to Orange <br />County cities is money allocated for the purpose of <br />combatting urban blight within cities, and that <br />when and to the extent that such funds are declined <br />by cities, said funds should be re-allocated by HUD <br />for use within other cities in Orange County; and <br /> <br />That the Orange County Consortium Cities are large, <br />centrally located cities that are facing the major <br />urban blight problems within the County, and said <br />Consortium Cities have successful HCD programs that <br />warrant further financial assistance from HUD; and, <br /> <br />That funds declined by other Orange County cities <br />would best serve the purposes of the HCDA if they <br />were re-allocated to or among the Consortium Cities <br />for any eligible HCDA projects or activities; and, <br /> <br />That by this resolution, and by whatever other <br />means are available, these concerns be vigorously <br />and promptly communicated to the federal legislative <br />representatives of this city and to the federal <br />administrators who are responsible for implementing <br />the Housing and Community Development Block Grant <br />program. <br /> <br /> <br />
