RESOLUTION NO. 78-155 PAGE TWO That the City Council finds and petitions the Local Agency Formation Commission to determine, pursuant to Section 35150 (f) of the Municipal Organization Act of 1977, and based in part on the factors enumerated in paragraph 3 herein, that the proposed area: ao Does not exceed 100 acres in area; Constitutes the entire island; Is substantially surrounded by the City of Santa Ana; Is substantially developed; Is not prime agricultural land; and Is receiving benefits from the City of Santa Ana. That the Local Agency Formation Commission is hereby petitioned to conduct required hearings on the subject hereof, and there- after to authorize the Board of Supervisors of Orange County to order the annexation without an election of the subject territory. That the subject area is a developed area of 4.78 acres con- sisting of one single family structure and surrounding agricul- tural land. The area is completely surrounded by the incorporated limits of the City of Santa Ana. o That the justification for the proposed change of organization is to provide full municipal services to a developed County island area, thereby increasing the quality, economy and efficiency of such service to the area. That the Clerk of the Council is hereby directed to file a certified copy of this resolution with the Executive Officer of the Local Agency Formation Commission.
