RESOLUTION NO. 79-6 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA REQUESTING THE COMMENCEMENT OF PROCEEDINGS <br />FOR THE ANNEXATION OF CERTAIN INHABITED TERRITORY DESIG- <br />NATED AS "MAIN STREET (CITY OF TUSTIN) AND COSTA MESA- <br />NEWPORT FREEWAY NORTHWEST ANNEXATION" TO THE CITY OF <br />SANTA ANA AND DIRECTING THE CLERK OF THE COUNCIL TO <br />FILE A CERTIFIED COPY HEREOF WITH THE ORANGE COUNTY <br />LOCAL AGENCY FORMATION COMMISSION <br /> <br /> WHEREAS, it is the desire of the City of Santa Ana to annex into <br />its boundaries certain inhabited property constituting an unincorporated <br />island, which is delineated on the map attached hereto and described as <br />"Exhibit A" and described in "Exhibit B" also attached hereto, pursuant to <br />the provisions of Part 2 of Division 2 of Title 4 of the California <br />Government Code; and <br /> <br /> WHEREAS, it has been determined by the Orange County Local Agency <br />Formation Commission that the subject territory is within the Sphere of <br />Influence of the City of Santa Ana; and <br /> <br /> WHEREAS, the City Council has determined that the proposed annexa- <br />tion is categorically exempt from the CEQA requirements for environmental <br />impact review; and <br /> <br /> WHEREAS, it is the desire of the City of Santa Ana to extend the <br />full range of municipal services to these unincorporated islands; and <br /> <br /> WHEREAS, it has been determined that the City of Santa Ana is <br />currently providing and has in the past provided a variety of municipal <br />services to the proposed annexation: <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of <br />Santa Ana: <br /> <br />That the City of Santa Ana requests the commencement of annexa- <br />tion proceedings regarding said inhabited territory in accord- <br />ance with the Municipal Organization Act of 1977, Part 2 of <br />Division 2 of Title 4 of the California Government Code, <br />governing unincorporated island annexation. <br /> <br />That the proposed annexation be made pursuant to Sections 35013 <br />and 35150 (f) of the Municipal Organization Act of 1977. <br /> <br />That the following factors have been considered and findings <br />made thereon: <br /> <br />The subject territory presently contains a private school, <br />convent and currently developing multiple family residences. <br /> <br />bo <br /> <br />The subject territory is presently zoned Suburban Residential <br />by the County of Orange and would be prezoned by the City <br />of Santa Ana to maintain consistenqy with adjacent sites and <br />the General Plan. <br /> <br />The subject territory is presently receiving water, sanita- <br />tion and street lighting services from agencies other than <br />Santa Ana. These services will either be continued by the <br />agencies so serving, or replacement services will be pro- <br />vided by Santa Ana. <br /> <br />The subject territory contains curbing, limited sidewalk <br />improvements and a parking lot with access to the area <br />from Main Street (City of Tustin) only. <br /> <br /> <br />
