KLG/fm <br />1/11/79 <br /> <br />RESOLUTION NO. 79-17 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA MAKING ENVIRONMENTAL FINDINGS <br />NECESSARY FOR THE PROPOSED PARTICIPATION <br />AGREEMENT BETWEEN THE COMMUNITY REDEVELOPMENT <br />AGENCY OF THE CITY OF SANTA ANA AND AMERICAN <br />NATIONAL PROPERTIES, INC. FOR THE SALE AND <br />DEVELOPMENT OF THAT CERTAIN REAL PROPERTY IN <br />THE SANTA ANA REDEVELOPMENT PROJECT. <br /> <br /> WHEREAS, the Community Redevelopment Agency of the City of <br />Santa Aha has prepared an Initial Study of the environmental impact <br />of the proposed Participation Agreement between the Agency and <br />American National Properties, Inc.; and <br /> <br /> W~EREAS, the City Council of the City of Santa Ana has reviewed <br />and considered the above said Initial Study and the Final Environ- <br />mental Impact Report for the Santa Ana Redevelopment Plan; and <br /> <br /> WHEREAS, the Agen6y has found on the basis of the Initial <br />Study that the environmental impact of the proposed Agreement is <br />essentially the same as in the previous Environmental Impact Reports; <br />and that there is no additional information or data available re- <br />quiring supplementation of the previous Environmental Impact Reports; <br />and <br /> <br /> WHEREAS, said Initial Study conforms to the requirements <br />of the California Environmental Quality Act of 1970 (Public Resources <br />Code, Section 21000 et seq.), the "Guidelines for the Implementation <br />of the California Environmental Quality Act of 1970," as amended, <br />adopted by the Secretary for Resources of the State of California <br />Environmental Quality Act of 1970 adopted by resolution of the <br />Agency. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA, AS FOLLOWS: <br /> <br />The City Council hereby finds and determines that: <br /> <br /> 1. Neither the approval nor the implementation of the <br />proposed Agreement will cause substantial changes in the Redevelopment <br />Project, or with respect to the circumstances under which the Project <br />is to be undertaken, which will require major revisions in the <br />Environmental Impact Reports previously adopted for the Project <br />due to the involvement of new environmental impacts not covered <br />in said previous Environmental Impact Reports: <br /> <br /> 2. No new information of substantial importance to the <br />project has become available which shows that the project will <br />have one or more significant effects not discussed previously in <br />the Environmental Impact Report; or that significant effects pre- <br />viously examined will be more severe than shown in the Environmental <br />Impact Report; or that mitigation measures or alternatives previously <br />found not to be feasible would in fact be feasible and would sub- <br />stantially reduce one or more significant effects of the project; <br />or that mitigation measures or alternatives which were not previously <br />considered in the Environmental Impact Report would substantially <br />lessen one or more significant effects on the environment. <br /> <br /> <br />
