EJC: adg <br />2/12/79 <br /> <br />RESOLUTION NO. 79-29 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA SUPPORTING PASSAGE OF <br />SENATE CONSTITUTIONAL AMENDMENT NO. 2 <br />ENDING COMPULSORY INTER-DISTRICT BUSING <br />IN CALIFORNIA <br /> <br /> WHEREAS, consultants to the Los Angeles Superior <br />Court have proffered a plan to enlarge the Los Angeles City <br />School District busing plan to include multi-district busing <br />for racial integration purposes; and <br /> <br /> WHEREAS, the driving time for school children re- <br />siding in the City of Santa Ana who might be forced to travel <br />by bus to the closest Los Angeles City School District school <br />would exceed three (3) hours per day; and <br /> <br /> WHEREAS, the United States Constitution does not <br />require mandatory busing programs to achieve racial equality <br />unless the school authorities in some manner have caused un- <br />constitutional segregation; and <br /> <br /> WHEP. EAS, the involuntary busing of children to <br />schools far removed from their homes is economically waste- <br />ful, socially disruptive, and reduces the educational and <br />social benefits of all involved children. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA: <br /> <br /> 1. That unless there has been intentional segre- <br />gation by school authorities, large scale forced busing of <br />children to achieve racial equality should not be permitted <br />or condoned because the detriments far outweigh any benefits <br />that might be realized. <br /> <br /> 2. That Senate Constitutional Amendment No. 2, the <br />"Robbins Amendment," which will end compulsory inter-district <br />busing in the State of California on State Constitutional <br />grounds is hereby supported by this City Council. <br /> <br /> 3.
