ARGUMENT AGAINST CHARTER PROPOSAL <br /> <br /> This Proposed Charter Amendment will severely tie <br /> <br />the hands of future elected City Council members. <br /> <br /> Proposition 13 was favored because the people wanted <br />property tax relief. But I do not think the people wanted govern- <br />ment to stop providing vital services. The Gann proposal and <br />this measure means we will be looking to the federal government <br />for help. We know that when the federal government steps in, <br />we lose local control beoause of oonditions imposed upon federal <br />money. <br /> <br /> This Charter Amendment is an experiment. It will not <br />lower property tax or any other tax. Voters are being asked to <br />vote without full knowledge of its ramifications. <br /> <br /> If we limit our budget this way, the City will deteri- <br />orate quickly. We cannot cut and cleanup at the same time. <br /> <br /> If there are greater revenues than anticipated in any <br />year, they cannot be applied toward needed capital improvements <br />when costs are cheaper. <br /> <br /> Council members who proposed this Charter Amendment <br />are abdicating their responsibility. This Amendment will remove <br />the responsibility for making decisions from your City Council. <br /> <br /> With cost-of-living being increased by 8% per year, <br /> <br />a limitation of 5% means we will lose our best employees. We <br />will be constantly training employees for other cities. <br /> <br /> A NO vote will insure that your elected officials <br />remain responsible. <br /> <br />lof 2 <br /> <br /> <br />
