'" EJC:adg <br />· 2/5/79 <br /> <br />ARGUMENT FOR CHARTER PROPOSAL <br /> <br /> When the voters of this State adopted Proposition 13, they <br />were telling all levels of government to restrict spending. <br />This Charter amendment will restrict spending by prohibiting <br />the city council from adopting oapital and operating budgets <br />greater than five percent (5%) more than the prior year. Also, <br />employee salaries and fringe benefits cannot exceed seventy <br />percent (70%) of the budgets. The only way to increase these <br />budgets will be by a vote of the people. After all, taxpayers <br />who pay the bill should have a stronger voice in how much they <br /> <br />want to pay. <br /> <br /> Year after year, cio gover~ent anticipates the mount <br /> <br />of revenue it will receive, then goes about the business of <br />deciding how it will be spent. If revenue increases, so will <br />e~enditures. The only way to stop this spiral is to set an <br />upper limit whereby expenditures may go no farther without <br /> <br />the people's consent. <br /> /~ige a~e on the~~//~~_~~en~ent. <br /> <br /> <br />
