KLG:ar <br />4/11/79 <br /> <br />RESOLUTION NO. 79-63 <br /> <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />THE CITY OF SANTA ANA SUPPORTING HR 2505, A BILL <br /> TO ESTABLISH A NEW FEDERAL JUDICIAL DISTRICT IN <br />THE STATE OF CALIFORNIA, COMPRISING THE COUNTIES <br /> OF ORANGE, RIVERSIDE AND SAN BERNARDINO, TO BE <br /> KNOWN AS THE SOUTHWESTERN DISTRICT <br /> <br /> WHEREAS, this Council has long supported efforts to <br />establish a new federal judicial district to comprise the <br />counties of Orange, Riverside and San Bernardino, all of <br />which are currently in the 7-county Central District of <br />California; and <br /> <br /> WHEREAS, as presently constituted, said Central Dis- <br />trict of California requires that litigants and attorneys in <br />said Counties of Orange, Riverside and San Bernardino must <br />travel long distances under adverse conditions on congested <br />freeways in order to make use of the courts of said Central <br />District, all to their disadvantage in terms of the public <br />convenience, safety, and necessity; and <br /> <br /> WHEREAS, this Council has heretofore studied the case <br />load of said Central District and determined (1) that it is <br />substantially greater, per judge, than in other districts <br />within the United States, and (2) more than enough thereof <br />is generated by residents of the Counties of Orange, River- <br />side and San Bernardino to justify the establishment of a <br />new federal judicial district in said three counties; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA, AS FOLLOWS: <br /> <br /> 1. That this Council hereby supports HR 2505, a bill <br />to establish a new federal judicial district in the State of <br />California, comprising the Counties of Orange, Riverside and <br />San Bernardino, and to be known as the Southwestern District. <br />Further, this Council urges on the Congress of the United <br />States passage of said bill as being in the public interest <br />of the residents of said Counties of Orange, Riverside, and <br />San Bernardino, as well as the four other counties now com- <br />prising the Central District. <br /> <br /> 2. The Clerk of the Council is hereby directed to <br />forward to Jerry M. Patterson, Member of Congress, 38th <br />District of California, a copy hereof. <br /> <br /> ADOPTED this 16th day of <br />1979, by the following vote: <br /> <br />April , <br /> <br />AYES: COUNCILMEN: Bricken, Griset, Luxembourger, Serrato, <br /> Markel, Ward, Yamamoto <br />NOES: COUNCILMEN: None <br /> <br />ABSENT: COUNCILMEN: None <br /> <br />ATTEST: <br /> <br />KEITH L.
