<br />On motion of Councilman Hall, seconded by Hubbard and carried· the communication
<br />
<br />from Attorney N. H. Smedegaardwas received and filed advising of the formation of
<br />
<br />the "First Street Improvement Association", for the purpose of improving, developing
<br />
<br />and widen!nE of First Street and that a committee will be appointed to confer with
<br />
<br />City representatives and to cooperate in this program.
<br />
<br />On motion of Council man Hubbard, seconded by Gould and carried, the following
<br />
<br />Ordinance entitled:
<br />
<br />"Ordine~ce establishing uniform speed limits on Grand Avenue,
<br /> McClay Street, Seventeenth Street, Bristol Street, First Street,
<br /> Fourth Street, Fairview Avenue, McFadden Street, and Broadway"
<br />
<br />was introduced, considered and placed on file for second reading.
<br />
<br />The Council having unanimously waived the reading of the Resolution, on motion of
<br />
<br />Councilman Hubbard, seconded by Gould and carried, the following Resolution entitled:
<br />
<br />"Resolution No. 59-28 reducing cash balance in the Stabilization Fund
<br />restoring the excess money therein to the funds from which it was
<br />transferred originally and providing for a temporary loan to the
<br />Water Utility Fund from the General Fund"
<br />
<br />was considered and passed by the following vote:

<br />Council declare a recess for fifteen minutes and resolve, as a committee of the

<br />whole, to retire to the Mayor's Office and invite Frank A. MacIntyre and Gabriel
<br />
<br />Schneider, Taxicab Drivers, to attend.

<br />renewal of their respective 1959 taxicab driver's permits, be received and filed.

<br />It was moved by Councilman Hubbard, seconded by Gould and carried, that the matter
<br />
<br />of the appeal of Gabriel Schneider for review of refusal of the Police Department
<br />
<br />to grant a renewal of his 1959 taxicab driver's permit was heard, that the findings
<br />
<br />of the Police Department be set aside and he be granted a renewal of his taxicab
<br />
<br />driver' s permit.
