KLG:ar <br />7/11/79 <br /> <br />RESOLUTION NO. 79-113 <br /> <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA, REQUESTING THE STATE LEGISLATURE <br />TO REVIEW THE FORMULA FOR STATE DISTRIBUTION <br /> OF FEDERAL TITLE XX FUNDS <br /> <br /> WHEREAS, in 1975, Public Law 93-647 was approved, <br />amending the Social Security Act by providing Title XX funds <br />for Social Services, and <br /> <br /> WHEREAS, said Title XX funds are distributed directly <br />to the State, which is then responsible for allocation of <br />the funds to the fifty-eight (58) counties in California, <br />and <br /> <br /> WHEREAS, the current rate for State distribution of <br />Title XX funds is based on prior year's expenditures, and <br /> <br /> WHEREAS, Orange County, the second most populous county <br />in California, receives the lowest allocation of Title XX <br />funds, receiving only $2.53 per capita as compared to the <br />State average of $6.00 per capita, and <br /> <br /> WHEREAS, Orange County residents are paying their "fair <br />share" of State taxes, yet are not receiving a "fair share" <br />of the State's allotment of Federal Title XX funds, and <br /> <br /> WHEREAS, the State of California has mandated that <br />counties provide specific programs for protective services, <br />and <br /> <br /> WHEREAS, as a part of said protective services, the <br />Orange County Human Services Agency provides services to <br />abused and neglected children in Orange County; however, <br />said services have been severely limited due to the lack of <br />Title XX funds for Orange County, and <br /> <br /> WHEREAS, statistics compiled by the County Child Abuse <br />Registry indicate an increase in the number of reported <br />cases of child abuse and neglect. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA: <br /> <br /> That the State of California is urged to change the <br />formula for distribution of Federal Title XX funds so that <br /> <br /> <br />
