KLG/fm <br />8/1/79 <br /> <br />RESOLUTION NO. 79-151 <br /> <br />A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA <br />SUPPORTING SENATE BILL 522 <br /> <br /> WHEREAS, the Santa Ana City Council is concerned <br />about the increasing costs to governments for benefits <br />provided under existing Public Employees' Retirement Law; <br />and <br /> <br /> WHEREAS, the Santa Ana City Council believes that <br />a major reason for such rising costs is that present Public <br />Employees' Retirement Law provides that a contracting agency's <br />election to be subject to optional benefit provisions by <br />amendment of its contract is irrevocable until the contract <br />is terminated; and <br /> <br /> WHEREAS, Sentators Alan Sieroty (Los Angeles) and <br />Newton R. Russell (Los Angeles) have proposed Senate Bill <br />522 in an attempt to amend Section 20461.5 and to add Section <br />20461.6 to the Government Code to provide that Public Employees <br />Retirement benefits may be increased or improved by further <br />contract amendment and authorize contracting agencies to <br />reduce, terminate or provide different benefits by contract <br />amendment if such changes apply uniformly with respect to <br />all merabers within specified classifications and if such <br />changes are applicable only to new members, as specified, of <br />such classifications; and <br /> <br /> WHEREAS, such proposed legislation is believed by <br />the Santa Ana City Council to be necessary to reduce high <br />costs which have been and are occurring in the area of <br />retirement benefits. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA: <br /> <br />That the City Council hereby proclaims its <br />support for Senate Bill 522. <br /> <br /> 2.
