EJC:sc <br />9/11/79 <br /> <br />RESOLUTION NO. 79-153 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OP THE CITY <br />OF SANTA ANA MAKING ENVIRONMENTAL FINDINGS <br />NECESSARY FOR THE PROPOSED PARTICIPATION <br />AGREEMENT BETWEEN THE COMMUNITY REDEVELOPMENT <br />AGENCY OF THE CITY OF SANTA ANA AND JONES <br />DEVELOPMENT CORPORATION FOR THE SALE AND <br />DEVELOPMENT OF THAT CERTAIN REAL PROPERTY IN <br />THE SANTA ANA REDEVELOPMENT PROJECT. <br /> <br /> WHEREAS, the Community Redevelopment Agency of the <br />City of Santa Ana has prepared an Initial Study of the environ- <br />mental impact of the proposed Participation Agreement between <br />the Agency and Jones Development Corporation; and <br /> <br /> WHEREAS, the City Council of the City of Santa Ana has <br />reviewed and considered the above said Initial Study and the <br />Final Environmental Impact Report for the Santa Ana Redevelopment <br />Plan; and <br /> <br /> WHEREAS, the Agency has found on the basis of the <br />Initial Study that the environmental impact of the proposed <br />Agreement is essentially the same as in the previous Environ- <br />mental Impact Reports; and that there is no additional informa- <br />tion or data available requiring supplementation of the previous <br />Environmental Impact Reports; and <br /> <br /> WHEREAS, said Initial Study conforms to the require- <br />ments of the California Environmental Quality Act of 1970 (Public <br />Resources Code, Section 21000 et seq.), the "Guidelines for the <br />Implementation of the Californ~-~ Environmental Quality Act of <br />1970," as amended, adopted by the Secretary for Resources of the <br />State of California, and the procedures for implementation of <br />the Environmental Quality Act of 1970 as adopted by Resolution <br />No. 75-4 of the Agency. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA, AS FOLLOWS: <br /> <br />The City Council hereby finds and determines that: <br /> <br /> 1. Neither the approval nor the implementation of <br />the proposed Agreement will cause substantial changes in the <br />Redevelopment Project, or with respect to the circumstances <br />under which the Project is to be undertaken, which will require <br />major revisions in the Environmental Impact Reports previously <br />adopted for the Project due to the involvement of new environ- <br />mental impacts not covered in said previous Environmental Impact <br />Reports. <br /> <br /> 2. No new information of substantial importance to <br />the project has become available which shows that the Project <br />will have one or more significant effects not discussed pre- <br />viously in the Environmental Impact Report; or that significant <br />effects previously examined will be more severe than shown in <br />the Environmental Impact Report; or that mitigation measures or <br />alternatives previously found not to be feasible would in fact <br />be feasible and would substantially reduce one or more signifi- <br />cant effects of the Project; or that mitigation measures or <br />alternatives which were not previously considered in the Environ- <br />mental Impact Report would substantially lessen one or more <br />significant effects on the environment. <br /> <br /> <br />
