EJC:sc <br />8/29/79 <br /> <br />RESOLUTION NO. 79-155 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA MAKING ENVIRONMENTAL FINDINGS <br />NECESSARY FOR THE PROPOSED FIRST AMENDMENT <br />TO PARTICIPATION AGREEMENT BETWEEN THE <br />COMMUNITY REDEVELOPMENT AGENCY OF THE CITY <br />OF SANTA ANA AND STEVEN J. KEISER AND <br />PAULA B. KEISER FOR THE SALE AND DEVELOPMENT <br />OF THAT CERTAIN REAL PROPERTY IN THE SANTA <br />ANA REDEVELOPMENT PROJECT <br /> <br /> WHEREAS, the Community Redevelopment Agency of the <br />City of Santa Ana has prepared an Initial Study of the environ- <br />mental impact of the proposed First Amendment to Participation <br />Agreement between the Agency and Steven J. Keiser and Paula B. <br />Keiser; and <br /> <br /> WHEREAS, the City Council of the City of Santa Ana <br />has reviewed and considered the above said Initial Study and <br />the Final Environmental Impact Report for the Santa Ana Rede- <br />velopment Plan; and <br /> <br /> WHEREAS, the Agency has found on the basis of the <br />Initial Study that the environmental impact of the proposed <br />First Amendment to Participation Agreement is essentially the <br />same as in the previous Environmental Impact Reports; and that <br />there is no additional information or data available requiring <br />supplementation of the previous Environmental Impact Reports; <br />and <br /> <br /> WHEREAS, said Initial Study conforms to the require- <br />ments of the California Environmental Quality Act of 1970 <br />(Public Resources Code, Section 21000 et seq.), the "Guide- <br />lines for the Implementation of the California Environmental <br />Quality Act of 1970," as amended, adopted by the Secretary for <br />Resources of the State of California Environmental Quality Act <br />of 1970 adopted by resolution of the Agency. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA, AS FOLLOWS: <br /> <br />The City Council hereby finds and determines that: <br /> <br /> 1. Neither the approval nor the implementation of <br />the proposed Agreement will cause substantial changes in the <br />Redevelopment Project, or with respect to the circumstances <br />under which the Project is to be undertaken, which will require <br />major revisions in the Environmental Impact Reports previously <br />adopted for the Project due to the involvement of new environ- <br />mental impacts not covered in said previous Environmental <br />Impact Reports. <br /> <br /> 2. No new information of substantial importance to <br />the project has become available which shows that the project <br />will have one or more significant effects not discussed pre- <br />viously in the Environmental Impact Report; or that signifi- <br />cant effects previously examined will be more severe than <br />shown in the Environmental Impact Report; or that mitigation <br />measures or alternatives previously found not to be feasible <br />would in fact be feasible and would substantially reduce one <br />or more significant effects of the project; or that mitigation <br />measures or alternatives which were not previously considered <br />in the Environmental Impact Report would substantially lessen <br />one or more significant effects on the environment. <br /> <br /> <br />
