employee's household related by blood or marriage; a parent, parent-in-law, spouse, <br />child, brother, sister, grandparent, or grandchild of the employee, regardless of <br />residence; any other relative of the employee by blood or marriage, where it can be <br />established by the employee that the employee's presence is required to handle <br />emergency arrangements and/or other matters. <br /> <br />This 15 hours of personal necessity leave also may be used: a) to attend to a serious <br />accident to member of the employee's immediate family; b) childbirth; c) to cope <br />with imminent danger to the employee's family, home, or other valuable property; <br />or d) when the existence of external circumstances beyond the employee's control <br />make it impossible for him or her to report for duty. <br /> <br />10.2 Military Leave. <br /> <br />Proof of Orders and Reinstatements. An employee shall be granted military leave <br />if he or she furnishes the Executive Director of Personnel Services satisfactory proof <br />of his or her order to report for duty. Upon return and upon showing of proof of <br />actual service pursuant to such orders, he or she will be reinstated as provided in <br />Section 143 of the Civil Service Rules and Regulations of the City of Santa Ana. <br /> <br />Temporary. Members of the reserve forces of the United States, or the National <br />Guard, granted temporary leave when ordered to duty, in accordance with the <br />Military and Veterans Code, will be granted leave with pay not to exceed thirty (30) <br />calendar days in each calendar year after the hourly equivalent of one (1) year's <br />service with the City upon presenting satisfactory proof of orders to and from such <br />temporary active duties. <br /> <br />10.3 <br /> <br />Jury and Witness Leave. When an on-duty employee is called to serve as a juror or non-party <br />witness in any court action, he or she shall be allowed to leave for the time actually required <br />for such service without loss of pay. Each on-duty employee called for such service shall <br />present to his or her Department Head for examination the subpoena calling him or her to <br />such service and shall pay into the City Treasury the fees collected for such service, with the <br />exception of reimbursement for transportation expenses, if any. <br /> <br />10.4 <br /> <br />Examination Leave. Employees participating in examinations conducted during their normal <br />working hours for positions in the competitive service of the City of Santa Ana will be <br />granted leave with pay for the time actually required. <br /> <br />10.5 <br /> <br />Unauthorized Absence. Unauthorized absence from duty for any duration of time may be <br />considered cause for dismissal. Absence from duty without leave for five (5) consecutive <br />working days shall be deemed a resignation from service; provided, however, if upon return <br />to duty the person so absenting himself or herself makes an explanation satisfactory to the <br />Department Head regarding the cause of his or her absence, the Department Head may <br />restore him or her to his or her position, with the City Manager's approval. <br /> <br />27 <br /> <br /> <br />
