EJC:sc <br />10/2/79 <br /> <br />RESOLUTION NO. 79- 182 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA MAKING ENVIRONMENTAL <br />FINDINGS NECESSARY FOR THE PROPOSED <br />PARTICIPATION AGREEMENT BETWEEN THE <br />COMMUNITY REDEVELOPMENT AGENCY OF THE <br />CITY OF SANTA ANA AND WARREN K. VAN <br />INGEN AND PETE VAN RUITEN AND MARY VAN <br />RUITEN FOR THE SALE AND DEVELOPMENT OF <br />CERTAIN REAL PROPERTY IN THE SANTA ANA <br />REDEVELOPMENT PROJECT. <br /> <br /> WHEREAS, the Community Redevelopment Agency of the City <br />of Santa Ana has prepared an Initial Study of the environmental <br />impact of the proposed Participation Agreement between the Agency <br />and Warren K. Van Ingen and Pete Van Ruiten and Mary Van Ruiten; and <br /> <br /> WHEREAS, the City Council of the City of Santa Ana has <br />reviewed and considered the above said Initial Study and the <br />Final Environmental Impact Report for the Santa Ana Redevelopment <br />Project, hereinafter referred to as the "Redevelopment Project"; <br />and <br /> <br /> WHEREAS, the Agency has found on the basis of the Initial <br />Study that the environmental impact of the proposed Agreement is <br />essentially the same as in the previous Environmental Impact <br />Report; and that there is no additional information or data avail- <br />able requiring supplementation of the previous Environmental <br />Impact Report; and <br /> <br /> WHEREAS, said Initial Study conforms to the require- <br />ments of the California Environmental Quality Act of 1970 (Public <br />Resources Code, Section 2100 et seq.), the "Guidelines for the <br />Implementation of the California Environmental Quality Act of <br />1970," as amended, adopted by the Secretary for Resources of the <br />State of California, and the procedures for implementation of the <br />Environmental Quality Act of 1970 as adopted by Resolution No. 75- <br />4 of the Agency. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA, AS FOLLOWS: <br /> <br />The City Council hereby finds and determines that: <br /> <br /> 1. Neither the approval nor the implementation of the <br />proposed Agreement will cause substantial changes in the Redevel- <br />opment Project, or with respect to the circumstances under which <br />the Redevelopment Project is to be undertaken, which will require <br />major revisions in the Environmental Impact Report previously <br />adopted for the Redevelopment Project due to the involvement of <br />new environmental impacts not covered in said previous Environ- <br />mental Impact Report. <br /> <br /> 2. No new information of substantial importance to <br />the Redevelopment Project has become available which shows that <br />the project to be undertaken pursuant to said Agreement will have <br />one or more significant effects not discussed previously in the <br />Environmental Impact Report; or that significant effects previ- <br />ously examined will be more severe than shown in the Environ- <br />mental Impact Report; or that mitigation measures or alternatives <br />previously found not to be feasible would in fact be feasible and <br />would substantially reduce one or more significant effects of the <br />Redevelopment Project; or that mitigation measures or alternatives <br />which were not previously considered in the Environmental Impact <br />Report would substantially lessen one or more significant effects <br />on the environment. <br /> <br /> <br />
