CTD/ms <br />10/12/79 <br /> <br />RESOLUTION NO. 79-190 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA DECLARING ITS INTENTION TO ABATE ALL <br />ILLEGAL PRACTICES INVOLVED IN "CRUISING" STREETS <br />WITHIN THE CITY OF SANTA ANA; DIRECTING T~E CHIEF <br />OF POLICE TO ENFORCE ALL APPLICABLE LAWS AND <br />ASSIST THE HUMAN RELATIONS COMMITTEE: AND DIRECTING <br />THE HUMAN RELATIONS COMMITTEE TO MONITOR THE <br />ABATEMENT PROGRAM AND TO MAKE PERIODIC REPORTS TO <br />THE CITY COUNCIL ON SAID PROGRAM. <br /> <br /> WHEREAS, the safe and lawful use of the streets is <br />an important goal of local government; and <br /> <br /> WHEREAS, the activity known as "cruiSing" the <br />streets frequently and consistently gives rise to u~s~fe and <br />unlawful use of the streets in violation of, among others, <br />california Vehicle Code Section 22400a and Santa Aha.Municipal <br />Code Section 36-118; and <br /> <br /> WHEREAS, the City Council is opposed to such <br />unsafe and unlawful use of the city streets, <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA. <br /> <br /> 1. The Chief of Police is hereby directed to use <br />all resources as are required to enforce all the pertinent <br />provisions of law and do all things within his means to <br />lawfully cause the cessation of the activity known as "cruising" <br />from occurring on the city streets or elsewhere within the <br />city limit of the City of Santa Ana. <br /> <br /> 2. The Chief of Police is hereby authorized and <br />empowered to carry on all activity herein prescribed to <br />abate "crusing" as rapidly as feasible, with the resources <br />necessary, without further policy direction from this Council. <br /> <br /> 3. The Human Relations Commission is hereby <br />directed to monitor the abatement actions undertaken by the <br />Chief of Police and to report to the City Council by causing <br />its chairman to make such periodic reports to the Mayor as <br />the Mayor deems appropriate, but not less than one such <br />report shall be made monthly. <br /> <br /> 4. The Chief of Police is directed to provide <br />whatever assistance and cooperation are needed by the Human <br /> <br /> <br />
