The financing or residential rehabilitation <br />of residences outside of residential rehabilitation areas <br />shall be subject to the limitations provided in Part E <br />hereinabove. <br /> <br />REHABILITATION STANDARDS: <br />ADMINISTRATIVE GUIDELINES AND MORTGAGEES' <br />PROCESSING AND SERVICING GUIDES <br /> <br /> 1. Properties rehabilitated pursuant to the <br />provisions of this Comprehensive Residential Rehabilitation <br />Financing Program shall be rehabilitated to the residential <br />rehabilitation standards of the City of Santa Ana. <br /> <br /> 2. The residential rehabilitation program shall <br />be implemented in accordance with Rules and Regulations to <br />be hereinafter adopted after consultation with the citizens <br />advisory board, as required by the Act. <br /> <br /> 3. Mortgage loans purchased by the City of Santa <br />Ana or its agent pursuant to this Comprehensive Residential <br />Rehabilitation Financing Program shall be purchased in <br />accordance with the provisions of the Mortgage Selling <br />Contract Supplement, as amended from time to time in the <br />discretion of the City Council, and shall be serviced in <br />accordance with the Mortgage Servicing Contract and Mortgage <br />Servicing Contract Supplement, all as provided in said Rules <br />and Regulations. <br /> <br /> 4. Any residence which is rehabilitated with <br />financing obtained under the Act shall be open upon sale or <br />rental of any portion thereof, to all persons regardless of <br />race, color, religion, national origin or ancestry. All <br />contractors and subcontractors engaged in residential <br />rehabilitation financed under the Act shall provide equal <br />opportunity for employment, without discrimination as to <br />race, sex, marital status, color, religion, national origin <br />or ancestry. All contracts and subcontracts for residential <br />rehabilitation financed under the Act shall be let without <br />discrimination as to race, sex, marital status, color, <br />religion, national origin or ancestry. It is the policy of <br />the City Council of the City of Santa Ana to encourage <br />participation by minority contractors. <br /> <br />J. MISCELLANEOUS <br /> <br /> 1. This program, being necessary for the welfare <br />of the inhabitants of the City of Santa Ana, shall be <br />liberally construed to effect its purposes. <br /> <br /> <br />
