Pisano: <br /> <br />SUBJECT: PROPOSED ACTION PROGRAM FOR CONTROL OF NEWPORT BAY SEDIMENTATION <br /> <br />SCAG's efforts in attempting to reconcile the problems that have emerged <br />regarding the 208 plan for the San Diego Creek/Newport Bay area are <br />appreciated. I would like to thank you for giving the City of Santa Ana <br />the opportunity to review and comment on the subject proposal. This letter <br />represents the official position of the City of Santa Ana with regard to <br />the proposal. <br /> <br />Although not so stated in your letter of transmittal to Supervisor Riley, <br />it is presumed that the purpose of the subject plan is to reduce the influx <br />of sediment to the Upper Newport Bay. The City of Santa Aha appreciates <br />the presumed objective of this proposal. We recognize the importance of <br />cooperation and coordination with the Regional Water Quality Control Board <br />and the merit of the plan's reliance on existing law and authorities. <br /> <br />We have some concerns regarding the proposed plan=due to the lack of speci- <br />ficity in the proposal. One of the concerns is the unknown composition of <br />the "sedimentation planning groups". It is urged that the members of these <br />groups be from the technical field with training and experience in engi- <br />neering, geology, construction, agricultural operations and economics. <br /> <br />Because of the flat terrain characteristics prevalent in Santa Aha, it is <br />hoped that uniform regulations, which are targeted primarily toward hill- <br />side or sloped terrain developments, would not have to be blindly, followed <br />by the City. Control measures that might be instituted should be commen- <br />surate with the amount of sediment produced or liable to be )roduced, and <br /> <br />_. ' <br /> <br /> <br />
