DMF/fm 2/12/80 RESOLUTION NO. 80- 42 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA APPROVING THE DRAFT APPLICATION FOR THE FUNDING OF THE SIXTH YEAR HOUSING AND COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR THE CITY OF SANTA ANA, AND DESIG- NATING THE CITY MANAGER AS THE AUTHORIZED REPRESEN- TATIVE OF THE CITY OF SANTA ANA TO ACT IN CONNECTION WITH THE AFORESAID DRAFT APPLICATION, TO TAKE ALL NECESSARY STEPS TO FILE SAID APPLICATION AND TO PROVIDE SUCH ADDITIONAL INFORMATION AS MAY BE REQUIRED BY THE AUTHORIZED STATE AND REGIONAL CLEARINGHOUSES. WHEREAS, the City of Santa Ana received approval of its First Year, Second Year, Third Year, Fourth Year and Fifth Year Community Development Block Grant Program Applica- tions from the United States Department of Housing and Urban Development ("HUD") under the Housing and Community Develop- ment Act of 1974, as amended, and has implemented the programs for these five years beginning June 12, 1975; and WHEREAS, in accordance with a written citizen participation plan, the Co~unity Development Citizen Review Committee and the Community Development Management Team of the City of Santa Ana have held a series of four informa- tional public meetings throughout the community of the City of Santa Ana in 1979 in order that citizens be provided adequate information concerning the amount of funds avail- able for the proposed activities in the Sixth Year Community Development Block Grant program, and an opportunity to participate in the development of the Sixth Year Community Development Block Grant proposed application ("Application"); and WHEREAS, the Santa Aha City Council on December 17, 1979 held the first of the two mandatory public hearings that provided citizens an opportunity to articulate their needs, to make comments on the proposed activities, to offer alternate suggestions on possible programs for the future and to participate in the formulation of the Application in accordance with HUD regulations, 24 CFR 570.303(j); and WHEREAS, the City Council of the City of Santa Ana on February 19, 1980, after notice, held the final meeting of the two mandatory public hearings on the Application; and WHEREAS, the City of Santa Ana has fulfilled the federal requirements for the completion of the application process and this Council now wishes to approve the Applica- tion and to authorize and direct the City Manager to take all necessary steps to file the Sixth Year Community Develop- ment Block Grant Program Draft Application and the Fifth Year Performance Report with the State Clearinghouse and the Southern California Association of Governments ("SCAG") for the requisite A~95 review in accordance with federal regula- tions, 24 CFR 570.310. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Ana: 1. The City Council hereby approves the proposed Community Development Block Grant Program for the Sixth Year commencing July 1, 1980, and ending on June 30, 1981, a copy of which is on file in the office of the Clerk of the Council.
