KLG:ar <br />4/2/80 <br /> <br /> RESOLUTION NO. 80-57 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br /> OF SANTA ANA HONORING H. GEORGE OSBORNE <br /> <br /> WHEREAS, H. George Osborne retired as Director of <br />the Orange County Environmental Management Agency on March <br />31, 1980, after having served in such capacity since 1974, <br />and in the employ of the County of Orange since 1953, and <br /> <br /> WHEREAS, Ho George Osborne has contributed to <br />sound management, administration and achievement in environ- <br />mental planning throughout the County of Orange by: <br /> <br /> -Preparing a county-wide master plan for <br />flood control and water conservation; <br /> <br /> -Securing passage of a $42 million flood <br />control and water conservation bond issue, and supervising <br />the subsequent planning, design and construction of the 70 <br />projects funded and authorized thereby; <br /> <br /> -Establishing a financing and implementation <br />program for local storm drainage of the unincorporated <br />Orange County area; <br /> <br /> -Instigating through the Congress and the <br />Corps of Engineers a major Santa Ana River Basin and Orange <br />County Flood Control Study; and <br /> <br /> -Completing the Orange County General Plan <br />with all elements required by state law, as well as the <br />adoption of an amended housing element, to provide dispersed <br />housing affordable to all economic levels of the population <br />of Orange County. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA: <br /> <br /> That H. George Osborne, former Director of the <br />Environmental Management Agency, is hereby honored upon his <br />retirement, and that his professional expertise, sound judg- <br />ment and administrative leadership in public service are <br />hereby acknowledged with gratitude. <br /> <br /> ADOPTED this 7th day of April <br />1980, by the following vote: <br /> <br />AYES: COUNCILMEN: <br />NOES: COUNCILMEN: <br /> <br />Bricken, Griset, Luxembourger, Markel, <br /> Serrato~ Ward~ Yamamoto <br />None <br /> <br />ABSENT: COUNCILMEN: None <br /> <br />ATTEST: <br /> <br />APPROVED AS TO FORM: <br /> <br />KEITH L.
