REL:ms 4/24/80 RESOLUTION NO. 80-86 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA DESIGNATING AN HISTORICAL REHABILITATION AREA AND ADOPTING PROCEDURES FOR THE SELECTION AND FINANCING OF REHABILITATION PROJECTS PURSUANT TO THE MARES HISTORICAL REHABILITATION ACT OF 1976 WHEREAS, the Marks Historical Rehabilitation Act of 1976 provides a means by which local governmental agencies may make long-term, low-interest loans to finance the rehabilitation of properties of historic or architectual significance; and WHEREAS, this Council, by it Ordinance No. NS-1519, adopted criteria for the selection of historical properties eligible for financing and criteria for the selection of an historical rehabilitation area; and WHEREAS, this Council has established a Citizens Advisory Board for the purpose of providing recommendations to the City Council on the contents of the Historical Rehabilitation Financing Program; and WHEREAS, the said Citizens Advisory Board has recommended the designation of an Historical Rehabilitation Area as delineated in Exhibit A, attached hereto and incorporated herein as though fully set forth; and WHEREAS, public meetings have been held to inform the public of the proposed Historical Rehabilitation Financing Program; and WHEREAS, prior to the adoption of this resolution, this Council has held a public hearing, duly noticed in the manner required by Section 37628 of the Health and Safety Code of the State of California, and has considered all of the proceedings, testimony and evidence presented to it at said hearing; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Ana as follows: SECTION 1: The "Marks Historical Rehabilitation Area" as shown on the map attached hereto as "Exhibit A" and incorporated herein by reference is hereby designated as the Historical Rehabilitation Area of the City of Santa Ana. SECTION 2: Based on the recommendations of the Citizens Advisory Committee and upon the other evidence submitted to the City Council at the public hearing, it is hereby found and determined that the said Historical Rehabilitation Area constitutes a distinct section of the City of Santa Ana having special character, historical, architectural and aesthetic interest and value, and providing significant examples of architectual values of the past.
