REL:ms <br />5/2/80 <br /> <br />RESOLUTION NO. 80- 97 <br /> <br />A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA DECLARING <br />ITS INTENTION TO DETERMINE THE ISSUE <br />OF WHETHER THE HOUSING REHABILITATION <br />PROGRAM SHOULD BE EXTENDED TO RENTAL <br />HOUSING AND TO OFFER CITY ASSISTANCE <br />TO THE CIVIC CENTER BARRIO IN THE <br />FORMATION OF ITS HOUSING PROGRAM <br /> <br /> WHEREAS, the City of Santa Ana has previously <br />entered into an agreement with Civic Center Barrio and other <br />interested parties, which, among other matters, obligated <br />the City of Santa ~na to expand its Housing Rehabilitation <br />Program into rental housing; and <br /> <br /> WHEREAS, the parties to that agreement are now <br />substantially amending the same, and one of the changes made <br />by. such amendment will be the deletion of the provision <br />containing the said obligation; and <br /> <br /> WHEREAS, this Council recognizes that the issue of <br />whether the Housing Rehabilitation Program should be extended <br />to rental housing is a matter of continuing public concern, <br />especially to persons of low and moderate income, and one <br />which deserves immediate and intensive consideration based <br />upon extensive public participation and comment; and <br /> <br /> WHEREAS, this Council also believes that a final <br />determination of the feasibility and desirability of extending <br />the Housing Rehabilitation Program will involve the careful <br />weighing and balancing of many social, economic, and environmental <br />factors; and <br /> <br /> WHEREAS, as a corollary to the abovesaid agreement <br />revision, Civic Center Barrio, now organized as a private <br />non-profit corporation, will be enabled to initiate and <br />carry out an active housing program of its own for the <br />benefit of persons of low and moderate income; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA AS FOLLOWS: <br /> <br /> 1. Within ninety days following the date of <br />execution of the amendment to the agreement as hereinabove <br />described, this Council shall reach a final determination on <br />the issue of whether the Housing Rehabilitation Program <br />should be extended to rental housing. <br /> <br /> 2. The abovesaid determination shall be reached <br />on the basis of extensive public participation and comment <br />throughout the ninety-day period, including at least three <br />public meetings held by the City in the first sixty days <br />thereof. <br /> <br /> <br />
