RESOLUIION NO. 80-167 <br /> <br />A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA URGING <br />UNANIMOUS SUPPORT OF PROPOSITION 8 <br />AT THE NOVEMBER 4, 1980 ELECTION <br /> <br /> WHEREAS, the State Water Project furnishes water to <br />more than 13 million people in the San Francisco Bay area and <br />Southern California, and to hundreds of thousands of acres of <br />agricultural land in the San Joaquin Valley; and <br /> <br /> WHEREAS, the State Water Project will be the largest <br />single source of water supply for Southern California after <br />the Central Arizona Project is completed and that state takes <br />delivery of the Colorado River water which Southern California <br />is presently using but to which Arizona is entitled; and <br /> <br /> WHEREAS, without the proposed Peripheral Canal and <br />additional water development, conservation, reclamation, and <br />groundwater management programs specified in recently enacted <br />Senate Bill 200, the State Water Project will not be able to <br />furnish sufficient water to meet the needs of either Southern <br />California or the other regions of the State served by the <br />project; and <br /> <br /> WHEREAS, without the Peripheral Canal, the Delta <br />area's fishery resources, its recreational potential, and its <br />ability to maintain a quality of water necessary to meet its <br />own agricultural, domestic, and industrial needs will degrade; <br />and <br /> <br /> WHEREAS, long-standing controversy over protection <br />of the Sacramento-San Joaquin Delta has delayed construction <br />of the Peripheral Canal; and <br /> <br /> WHEREAS, the Legislature approved ACA 90 which has <br />been designated Proposition 8 on the November 1980 State <br />ballot; and <br /> <br /> WHEREAS, the primary purpose of Proposition 8 is to <br />strengthen Delta protection by adding to the State Constitution <br />the Delta protection Act and the Delta protection provisions <br />in SB 200; and <br /> <br /> WHEREAS, the provision in Proposition 8 that reempha- <br />sizes California's intention to maintain State control of its <br />wild and scenic North-Coast rivers by increasing the present <br />restriction on export of water from these rivers from a majority <br />to a two-thirds vote of the California Legislature would <br />continue to allow the State the option of developing these <br />waters for export if and when such development is proven <br />essential to the well-being of Californians. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council <br />of the City of Santa Ana: That unanimous support of Proposition 8 <br />at the November 4, 1980, election is urged. <br /> <br /> <br />
