REL/fm <br />11/10/80 <br /> <br />RESOLUTION NO. 80- 205 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA AUTHORIZING REPAIR OF THE FIFTH <br />STREET BRIDGE AS AN URGENCY PROJECT WITHOUT <br />ADVERTISEMENT FOR BIDS, AND STATING THE FACTS <br />CONSITUTING SUCH URGENCY <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AS FOLLOWS: <br /> <br /> 1. That the City Council finds and determines <br />that the repair of the Fifth Street Bridge over the Santa <br />Ana River is of urgent necessity for the preservation of <br />life, health, and property, for the following reasons: <br /> <br /> a. The repair of the said bridge must commence <br />immediately in order that the repair work force can <br />complete work in the river channel prior to the begin- <br />ning of the rainy season; <br /> <br /> b. In the event that repair work on the bridge <br />is interrupted by winter rains, the bridge could not be <br />opened until the spring of 1981; <br /> <br /> c. Winter rains may cause further damage to the <br />bridge, requiring more expensive repairs than are now <br />necessary; <br /> <br /> d. The Federal Highway Administration, on <br />November 10, 1980, authorized federal funding of the <br />bridge repair work on an emergency basis, thus removing <br />federal requirements for formal bid advertisement <br />procedures. <br /> <br /> 2.
