No data exists with respect to this population. <br /> <br />Housin9 Needs of the Elderly <br /> <br />In 1976, lO percent of the population was elderly; if proportionately true <br />today, approximately 20,980 individuals are elderly. Most will be on fixed <br />incomes. Housing needs of this population group revolve around housing <br />affordability, most especially for renters; the need for assistance in <br />maintaining housing condition in the case of long-term homeowners; and <br />limitations on housing choice for both owners and renters seeking <br />alternative accommodations, both because of housing type limitations in the <br />marketplace (physical configuration) and the higher costs of alternative <br />housing. The City's current Housing Assistance Plan (HAP) estimates that <br />approximately 2,180 elderlyl) households are in need of housing <br />assistance. The HAP will be found in the Appendix. <br /> <br />Housin~ Needs of the Handicapped and Disabled <br /> <br />The State Department of Rehabilitation indicates that approximately 2.5 <br />percent of the population in each of California's communities is physically <br />handicapped or disabled. This equates to 5,245 individuals in Santa Ana (n <br />1981. Most handicapped and disabled persons have fixed incomes in the lower <br />ranges. Housing needs of this segment of the population have primarily to <br />do with housing accessibility and affordability, including needs for group <br />quarters. Housing needs of this group are included in the above-cited <br />figure from the City's current Housing Assistance Plan. <br /> <br />Housin9 Needs of Minority Families <br /> <br />The Asian and Hispanic immigrant groups have lower-than-average incomes, <br />and, according to local building officials, are likely to be found in <br />overcrowded conditions more frequently than other segments of the <br />population. The housing needs of minority households, as with other <br />households, involve affordability, substandardness and overcrowding. The <br />City's Housing Assistance Plan estimates that 4,525 lower-income minority <br />households are in need of housing assistance; these households constitute <br />37% of all lower-income households in need of housing assistance. <br /> <br />Housin9 Needs of Large Families <br /> <br />Large families are defined as those with five or more members. Most require <br />housing of the three-bedroom size and larger. The City's Housing Assistance <br />Plan estimates that 17.8% of the total or 2,176 large families are of lower <br />income and in need of housing assistance. The previously-presented <br />discussion of housing price, particularly that for larger rental units, <br />indicates that most such units are priced out of the reach of most large <br />families with incomes less than $20,000 annually. The housing needs of this <br />group have not just to do with the price of housing, but also'with the lack <br />of availability of rental units in the larger sizes. <br /> <br />1)'- Includes handicapped. <br /> <br />8 <br /> <br /> <br />
