REGIONAL HOUSING NEEDS <br /> <br />The law governing Housing E]ements requires that each locality's Housing <br />Element include in its estimate of loca) housing needs the locality's fair <br />share of regional housing needs. For Santa Ana, regional housing needs are <br />determined by the Southern California Association of Governments (SCAG). <br /> <br />According to SCAG's Regional Allocation Model, Santa Ana is a "negative fair <br />share" city, meaning that Santa Ana, in the regional context, has done more <br />than its fair share in meeting the housing needs of low- and moderate-income <br />persons. The City is not expected to expand its low- and moderate-income <br />housing stock to accommodate in-migration from other communities. This <br />factor has been taken into account in the needs assessment portion of this <br />Housing Element. <br /> <br />Having contributed more than its fair share to the regional stock of low- <br />and moderate-income housing, an appropriate emphasis of Santa Ana housing <br />policy is to rehabilitate and maintain the condition of its existing housing <br />stock and its neighborhoods. Further, in order to assure the future fiscal <br />viability of the City, attention needs to be paid to expansion of higher-end <br />housing opportunities in the community and to the creation of a balanced . <br />housing stock. <br /> <br />21 <br /> <br /> <br />
