Priority <br />approvals to developments with close-by transit service. <br />Fill in contiguous areas of City first, before development <br />of free-standing parcels. <br />Encourage higher density (attached housing whtch is more <br />energy-efficient) in areas which are suited to higher density. <br />Developers set aside land for and plan bicycle lanes in <br />new developments. <br /> <br /> <br />
