RESOLUTION NO. 81-12 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />A_MENDING RESOLUTION NO. 58-281 TO ADD AN ASSIGNMENT PAY <br />DIFFERENTIAL TO THE CLASSES OF GROUNDS MAINTENANCE MAN II <br />AND GARDENER FOR INCUMBENTS ASSIGNED TO PERFORM PARKS MAIN- <br />TENANCE PLANNER/SCHEDULER DUTIES <br /> <br /> WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution <br />No. 58-281, revising and re-establishing the Basic Compensation Plan for all offi- <br />cers and employees of the City of Santa Ana; and <br /> <br /> WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Aha <br />requires the City Manager to prepare~ install and maintain a position classification <br />and pay plan subject to Civil Service Rules and Regulations and the approval of the <br />City Council; and <br /> <br />WHEREAS, the City Council has from time to time amended said Resolution; and <br /> <br /> WHEREAS, an integral component of the recently-installed Park Maintenance Pro- <br />ducitivity Improvement System developed for the City by the management consulting firm <br />of Kapner, Wolberg and Associates, Inc. is the establishment of two "planner-scheduler" <br />positions designed to perform technical staff work in analyzing and improving work <br />methods, planning and scheduling work and developing and applying work measurement <br />data to park maintenance work; and <br /> <br /> WHEREAS, the management of the Recreation and Parks Department, after soliciting <br />volunteers from among its field personnel, selected several individuals to receive <br />on-the-job training in the new system; and <br /> <br /> WHEREAS, upon successful completion of such training, two individuals, one in <br />the class of Grounds Maintenance Man II and one in the class of Gardener, were <br />assigned several months ago to perform planner-scheduler duties: the former on a <br />full-time basis; the latter on a half-time basis; and <br /> <br /> WHEREAS, it is now desired to recognize the performance of said "planner- <br />scheduler" duties by establishing a special assignment pay differential to com- <br />pensate for the added difficulty and responsibility involved in said assignment. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Ana: <br /> <br /> 1. That Section 3 of Resolution No. 58-281, as amended, is hereby further <br />amended by adding the following pay differential designation to he list of such <br />designations footnoted at the end of Section 3: <br /> <br />(g) <br /> <br />Incumbents in the classes of Grounds Maintenance Man II and <br />Gardener who have successfully completed the requisite in- <br />service training program specified by the Director of Recrea- <br />tion and Parks, and who thereafter are continuously and regu- <br />larly assigned to perform on either a full-time or half-time <br />basis, and who actually perform duties and responsibilities <br />as a parks maintenance Planner/Scheduler, shall be paid an <br />assignment pay differential at a rate set above his or her <br />then current base monthly rate in accordance with the following <br />schedule: <br /> <br />Class Title <br /> <br />Grounds Maintenance Man II <br />Gardener <br /> <br />Amo~lt of Pay Differential For: <br />Full-Time Half-Time <br />Assisnment Assis~ment <br /> <br />20 Ranges (10.0%) 10 Ranges (5.0%) <br />6 Ranges (3.0%) 3 Ranges (1.5%) <br /> <br />2.
