REL:adg <br />2/24/81 <br /> <br />RESOLUTION NO. 81-28 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA SUPPORTING PUBLIC <br />RECREATIONAL FACILITIES AT BOLSA CHICA <br /> <br /> WHEREAS, the Ocean Resources of Southern <br />California are underutilized and provide vast potential <br />opportunities for recreational solitude and peace; and <br /> <br /> WHEREAS, there are only very limited sheltered <br />coastal areas suitable for small boat use and there is a <br />shortage of public berths and public launching facilities to <br />serve the thousands of boating enthusiasts in Orange County <br />and Southern California; and <br /> <br /> WHEREAS, boating and related industries are an <br />integral part of the economy of Orange County where 8800 <br />employees earn wages in excess of $127 million per year and <br />where more than $45 million is spent at the retail level by <br />boating enthusiasts; and <br /> <br /> WHEREAS, because of a shortage of 10,000 boat <br />slips and berths in Orange County, it is becoming <br />increasingly difficult for brokers and dealers to sell boats <br />because buyers have nowhere to put them; and <br /> <br /> WHEREAS, citizens of our city have petitioned <br />officials of Orange County to provide an ocean access <br />channel, public boating waterways, public berthing for 1800 <br />small recreational craft, public launching facilities and <br />other recreational facilities; and <br /> <br /> WHEREAS, it is our belief and expectation that <br />such facilities, including the provision of additional ocean <br />tidal flow, will benefit the water quality and tidal <br />flushing of the State Fish and Game Ecological Reserve at <br />Bolsa Chica as well as the public waterways of Huntington <br />Harbour; and <br /> <br /> WHEREAS, it is our belief and expectation that <br />these facilities will provide otherwise unavailable <br />resources for the restoration of nearly 400 acres as salt <br />marsh wildlife reserve; and <br /> <br /> WHEREAS, it our belief and expectation that public <br />recreational facilities as proposed in the Bolsa Chica <br />project would provide excess tax and Marina leasehold <br />revenues, according to the Fiscal Impact Analysis, and would <br />be capable of self-amortization; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA that this Council respectfully <br />petitions the public officials of the State of California <br />and the public officials of Orange County to take necessary <br />steps to provide for ocean access along the coast of <br />California and in particular at Bolsa Chica where there is a <br />feasible opportunity for new public recreational boating. <br /> <br /> <br />
