RESOLUTION NO. 81-50 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF SANTA ANA <br />AUTHORIZING CITY SUPPORT OF SENATE BILL 65 <br /> WHICH WOULD EXEMPT EMERGENCY VEHICLES FROM <br /> CURRENT STATE EMISSION STANDARDS <br /> <br /> WHEREAS, existing State law prohibits any motor <br />vehicle from operating on a highway in the State which is <br />not equipped with pollution control devices specified by <br />law; and <br /> <br /> WHEREAS, emergency vehicles amount to 25,000 of <br />the 18.8 million vehicles currently registered in California <br />(.0013 or 13/100 of one percent); and <br /> <br /> WHEREAS, acceleration and top speed capabilities <br />are important to law enforcement units and other emergency <br />vehicles, and State emission requirements tend to reduce <br />this capability; and <br /> <br /> WHEREAS, the Fire Depatment is limited in the <br />types of engines and compatible apparatus it can purchase <br />given current emission standards, and compatible pumps per- <br />form at less than maximum efficiency; and <br /> <br /> WHEREAS, current emission standards cause in- <br />creased fuel consumption, increased maintenance, and reduced <br />flexibility in purchasing equipment to meet community needs. <br /> <br />NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL: <br /> <br /> 1. That the City of Santa Ana supports the adop- <br />tion of Senate Bill 65 which would add a section to the <br />California Vehicle Code to exempt authorized emergency ve- <br />hicles from requirements of California law for motor vehicle <br />pollution control devices. <br /> <br /> 2. That the City Clerk is hereby directed to <br />forward copies of this Resolution to all Orange County cities <br />and all Orange County State legislators. <br /> <br />ADOPTED this 2nd day of March , 1981, <br />by the following vote: <br /> <br />AYES: <br /> <br />NOES: <br /> <br />COUNCILMEN: Bricken, Griset, Luxembourger, <br /> Serrato <br />COUNCILMEN: None <br /> <br />ABSENT: <br /> <br />COUNCILMEN: Ward, Markel, Yamam0t0 <br /> <br />ATTEST: <br /> <br />/~YOR ~~ <br /> <br /> <br />
