REL:adg <br />3/19/81 <br /> <br />RESOLUTION NO. 81-45 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA URGING THAT THE <br />LEGISLATION ADOPT AB-115 TO DELETE <br />HOUSING PROVISIONS FROM THE PLANNING <br />AND MANAGEMENT POLICIES OF THE <br />CALIFORNIA COASTAL ACT OF 1976. <br /> <br /> WHEREAS, the <br />was based on a mandate <br />preserve the coast and <br />areas; and <br /> <br />Coastal Act, as originally conceived, <br />of the voters of California to <br />to insure public access to coastal <br /> <br /> WHEREAS, the Coastal Act, since it became <br />California law, has far exceeded the original intent and <br />purpose of the citizens by the inclusion of a housing <br />element; and <br /> <br /> WHEREAS, since the regional commissions came into <br />existence, only two local governments out of the sixty-seven <br />who are required to have a local coastal plan, have had <br />their plans certified; and <br /> <br /> WHEREAS, much of the unnecessary and costly delay <br />in coastline planning can be directly attributed to the <br />Coastal Commissions' arbitrary imposition of housing <br />requirements; <br /> <br /> WHEREAS, AB-115, introduced by Assemblymember <br />Ryan, completely removes the Coastal Commissions' authority <br />to be in the housing business; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, that the City <br />Council of the City of Santa Ana strongly urges the adoption <br />of AB-115. <br /> <br /> ADOPTED this 6th day of April <br />the following vote: <br /> <br />, 1981, by <br /> <br />AYES: <br /> <br />NOES: <br /> <br />COUNCILMEMBER: Bricken, Griset, Luxembourger, Markel, <br /> Serrato, Ward, Yamamoto <br />COUNCILMEMBER: None <br /> <br />ABSENT: COUNCILMEMBER: None <br /> <br />ATTEST: <br /> <br />CITY ATTORNEY <br /> <br /> <br />
