DMF/fm 3/24/81 RESOLUTION NO. 81-56 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA APPROVING THE APPLICATION FOR FUNDING OF THE SEVENTH YEAR HOUSING AND COM- MUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR THE CITY OF SANTA ANA; AUTHORIZING AND DIRECT- ING THE CITY MANAGER TO TAKE ALL NECESSARY STEPS TO FILE SAID APPLICATION; AND DESIGNA- TING THE CITY MANAGER AS THE AUTHORIZED REPRESENTATIVE OF THE CITY OF SANTA ANA TO ACT IN CONNECTION WITH THE AFORESAID APPLI- CATION. WHEREAS, the City of Santa Aha received approval of its First, Second, Third, Fourth, Fifth and Sixth Year Community Development Block Grant ("CDBG") Program applica- tions from the United States Department of Housing and Urban Development ("HUD") under Title I of the Housing and Community Development Act of 1974, as amended, and has implemented the programs for these six years beginning June 12, 1975; and WHEREAS, in accordance with a written citizen participation plan, the Community Development Citizen Review Committee and the Community Development Management Team of the City of Santa Ana held a public hearing on November 13, 1980 in order that citizens be provided with information concerning the amount of funds available for the proposed activities in the Seventh Year CDBG program, and an oppor- tunity to participate in the development of the Seventh Year CDBG proposed application ("Application"); and WHEREAS, the Santa Ana City Council on December 15, 1980 held a public hearing that provided citizens an oppor- tunity to articulate their needs, to make comments on the proposed activities, to offer alternate suggestions on possible programs for the future and to participate in the formulation of the Application in accordance with federal regulations found at 24 CFR 570.303(j) (1); and WHEREAS, the City Council of the City of Santa Ana on January 5, 1981 held the final meeting of the two mandatory public hearings on the Application, approved said Application and sent said Application to the clearinghouses and to the Southern California Association of Governments ("SCAG") for the requisite A-95 review; and WHEREAS, the City of Santa Ana now wishes to approve the Seventh Year CDBG Application, copies of which are on file in the office of the Clerk of the Council, and to authorize and direct the City Manager to take all necessary steps to file these documents with HUD.
