Hubbard, Stanley C. Gould, <br /> Dale H. Heinly, Bob Brewer, A. A. Hall <br />Absent: CounciLmen None <br />The Pledge of Allegiance was given. <br />Each member of the City Council having received copies of the Minutes of <br />June 20, 1960, reading of the Minutes was dispensed with and approved on <br />motion of Councilman Hubbard, seconded by Gould and carried. <br /> <br />Invocation was given by Reverend Robert L. Bonhall, Episcopal Church of the Messiah. <br /> <br />Withdrawal of bid <br />of Santa ^na Inde- <br />pendent and award <br />to The Register <br />Legal notices <br /> <br />Councilman Brewer read his communication, dated July 5, 1960, requesting that the <br />Santa Ana Independent be relieved of the contract awarded to them for legal advertis- <br />ing for the fiscal year July l, 1960 to June 30, 1961, inasmuch as he is an employee <br />of this newspaper and might be in violation of the City Charter and Government Code <br /> <br />Section B6525. On motion of Councilman Hubbard, seconded by Gould and carried, the <br /> <br />communication was received and filed. The Clerk read a communication received <br /> <br />July 5, 1960, from Morton Levand, Publisher of the Santa Ana Independent, requesting <br /> <br />to be relieved of the contract and that the contract be rescinded. On motion of <br /> <br />Councilman Hubbard, secoB~ed by Heinly and carried, the communication was received <br /> <br />and filed. It was moved by Councilman Hubbard, seconded by Heinly and carried, that <br /> <br />the contract with the Santa Ana Independent be rescinded, and the award for legal <br /> <br />Hearing <br />Dog Leash I~w <br />Ordinance <br /> <br />advertising be made to the Santa Ana Register, the other bidder. <br /> <br />This being the date set for hearing on the question of the Dog Leash Ordinance, the <br />Mayor requested that those persons favoring the leash law raise their hands and <br />approximately 75 people complied. Vincent ArrioJa, 1509 W. McFadden Avenue, stated <br /> <br />that as long as dogs run loose, someone will he bitten, and we should have preventa- <br /> <br />tive laws. Eric Eastman, 1226 So. Birch Street, presented a communication suggesting <br /> <br />that an exercise time from 6 A.M. to 8 A.M. daily should be included in the leash <br /> <br />law, when small children are not out on the street, and on motion of Councilman <br /> <br />Hubbard, seconded by Gould and carried, the communication was received and filed. <br /> <br />Joseph Sawaya, 2729 W. Carlton Place, Chairman of Juvenile Protection Committee, <br /> <br />John Adams P.T.A., commended the Council members for their time and efforts in behalf <br /> <br />of the dog Ordinance, and stated he wished to reserve further comments until after <br /> <br />the opponents are heard. Mrs. Dean Evans, 935 So. Standard Avenue, opposing the leash <br /> <br /> <br />
