REL:ar <br />9/10/81 <br /> <br />RESOLUTION NO. 81- 153 <br /> <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br /> OF SANTA ANA REVERSING THE ACTION OF THE <br />PLANNING COMMISSION ON CONDITIONAL USE PERMIT <br />APPLICATION NO. 81-8, APPROVING SAID CONDITIONAL USE <br /> PERMIT, AND GRANTING APPEAL NO. 450, FOR PROPERTY <br /> LOCATED AT 510 FAIRHAVEN AVENUE <br /> <br /> WHEREAS, a public hearing was duly held before the <br />City Council of the City of Santa Ana on September 8, 1981, <br />on the action taken by the Planning Commission in denying <br />Conditional Use Permit Application No. 81-8, which applica- <br />tion seeks to allow development of a mobile home park at 510 <br />Fairhaven Avenue in the A1 District; and <br /> <br /> WHEREAS, prior to taking action on said Condi- <br />tional Use Permit Application, this Council has reviewed and <br />considered the Negative Declaration for the project, includ- <br />ing Initial Study No. IS-81-46; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA AS FOLLOWS: <br /> <br /> 1. That based on such public hearing and the oral <br />and documentary evidence submitted therein, the City Council <br />does hereby reverse the action of the Planning Commission <br />denying said Conditional Use Permit Application 81-8, and <br />does hereby approve said Conditional Use Permit and grant <br />Appeal No. 450. <br /> <br /> 2. That the City Council hereby adopts as its <br />findings of fact for the approval of Conditional Use Permit <br />No. 81-8, the following: <br /> <br /> (a) The proposed mobile home park is <br />desirable to provide attractive, affordable <br />housing for people of moderate income, which <br />contribut.es to the,w~llbeing of the community. <br /> <br /> (b).~The~deveiopment and maintenance of <br />an attractive and well-designed mobile home <br />park, as permitted and restricted by this Con- <br />ditional Use Permit, will not have any signifi- <br />cant adverse effect on surrounding property <br />values, nor otherwise be detrimental to persons <br />residing or working in the vicinity, nor to <br />property or improvements in the vicinity. <br /> <br /> (c) The proposed mobile home park will <br />be designed to comply with the zoning regula- <br />tions of the city, as duly modified by Variance <br />No. 81-12. <br /> <br /> (d) The development of the proposed mobile <br />home park will promote the General Plan goal of <br />providing housing in the city for all economic <br />segments of the community; it complies with General <br />Plan land use and density designations for the <br />subject site; and it will not otherwise adversely <br />affect use and development of surrounding property <br />pursuant to the General Plan. <br /> <br /> <br />
