RESOLUTION NO. 82-30 <br /> <br />RESOLUTION OF THE CITY OF SANTA ANA <br />URGING A YES VOTE ON THE REFERENDUM <br />ON THE 1980 STATE WATER ACT (SB200) <br />APPEARING ON TEE JUNE 8, 1982, BALLOT <br /> <br /> WHEREAS, California must maintain a water policy consistent with <br />the high environmental standards needed for the protection of our natural <br />resources; and <br /> <br /> WHEREAS, it is necessary for the State of California and all of its <br />residents to develop a conscientious program of water conservation; and <br /> <br /> WHEREAS, the fish and wildlife populations of the Sacramento-San <br />Joaquin Delta are being destroyed by present methods of pumping water frcm <br />the Delta; and <br /> <br /> WHEREAS, California agriculture faces a critical shortage of water, <br />which could result in a loss of production; and <br /> <br /> WHEREAS, the Metropolitan Water District, which supplies most of <br />Southern California, will lose over half of its Colorado River water <br />allotment in the mid-1980s due to a 1963 United States Supreme Court Decision <br />(Arizona vs. California); and <br /> <br /> WHEREAS, The 1980 State Water Act is a comprehensive water <br />development and water conservation measure designed to meet the water needs <br />of every region of California while providing unprecedented environmental <br />protections; and <br /> <br /> WHEREAS, The 1980 State Water Act will ensure against drought years <br />by conserving and storing thousands of acre-feet of surplus water which is <br />now being lost to the Pacific Ocean through the Delta; and <br /> <br /> WHEREAS, The 1980 State Water ACt will help restore fish and <br />wildlife populations in the Delta and San Francisco Bay to their historical <br />levels of 1922-1967; and <br /> <br /> WHEREAS, The 1980 State Water ACt authorizes major water <br />conservation and waste water reclamation programs; and <br /> <br /> WHEREAS, the Peripheral Canal, as authorized under The 1980 State <br />Water A~t, will help replace the lost Colorado River water on which Southern <br />California now depends; and <br /> <br /> WHEREAS, the (Dst of the Peripheral Canal, as authorized by The <br />1980 State Water A£t, is $600 million in 1980 dollars, which would cost the <br />average family of five living in Southern California less than $10 a year; <br />and <br /> <br /> <br />
