EJC:ar <br />4/21/82 <br /> <br />RESOLUTION NO. 82-54 <br /> <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA; URGING THE STATE BOARD OF PRISON TERMS <br />TO RESCIND THE EARLY RELEASE DATE FOR GREGORY ULAS POWELL, <br /> THE CONVICTED MURDERER OF POLICE OFFICER IAN CAMPBELL <br /> <br /> WHEREAS, on March 9, 1963, Gregory U. Powell shot <br />Police Officer Ian Campbell in an onion field near Bakers- <br />field, in the presence of Officer Campbell's partner, Police <br />Officer Karl Hettinzer; and <br /> <br /> WHEREAS, Powell and James Lee Smith were found <br />guilty of the murder of Officer Campbell and sentenced to <br />die in the gas chamber; and <br /> <br /> WHEREAS, upon retrial after an appeal, Powell and <br />Smith were once again found guilty of the murder of Officer <br />Campbell and Powell was again sentenced to die; and <br /> <br /> WHEREAS, the California Supreme Court subsequently <br />held the death penalty unconstitutional, and Powell was <br />resentenced to life in prison; and <br /> <br /> WHEREASt <br />of June 18, 1982, <br />sentence; and <br /> <br />Powell was given a tentative release date <br />after only serving 19 years of a life <br /> <br /> WHEREAS, lenient treatment of murderers and <br />attempted murderers of police officers will discourage <br />qualified people from seeking employment as police officers, <br />and will create disrespect for the legal process. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City <br />Council of the City of Santa Ana respectfully urges that the <br />State Board of Prison Terms rescind Gregory U. Powell's <br />early release date, and ensure that he remain incar- <br />cerated for as long a period of time as is permitted by law. <br /> <br /> BE IT FURTHER RESOLVED that a copy of this <br />Resolution be forwarded to the State Board of Prison Terms, <br />to the Governor of the State of California, to the Cali- <br />fornia State Supreme Court, to the California Legislature, <br />and to the various cities in Orange County. <br /> <br /> <br />
