RESOLUTION NO. 82- 74 <br />PAGE S I X <br /> <br />(m) The proposed Redevelopment is specifically <br />intended to provide for the orderly growth of Santa <br />Aha in accordance with the City's General Plan. <br />Mitigation measures are provided in the City's <br />development ordinances to insure that development <br />occurs in the manner and at the time it can be <br />accommodated. The Project's role in promoting <br />regional growth is relatively small in a regional <br />context. This growth is consistent with regional <br />growth forecasts for the area. <br /> <br />Section 3. The Council has evaluated all comments, <br />written and oral, received from persons who have reviewed <br />the Draft EIR. Comments and responses concerning the Draft <br />EIR, including those made by the public and the Council and <br />Commission at the public hearing, are incorporated herein as <br />part of the record and the Final EIRo <br /> <br />Section 4. The Council hereby finds that sfgnificant <br />environmental effects have been reduced to an acceptable <br />level in that all significant environmental effects have <br />been eliminated or substantially lessened. Based on the <br />foregoing, the Commission finds and determines that the <br />Santa Ana Inter City Commuter Station Redevelopment Project <br />will not have an adverse effect upon the environment. <br /> <br />Section 5. The Council hereby finds that, based on the <br />Final EIR and/or other information contained in the record, <br />its action to approve and carry out the Redevelopment Plan <br />is supported for the following reasons. The Redevelopment <br />Plan will result in the: <br /> <br />(1) Elimination of blight. <br /> <br />(2) Creation of new employment opportunities. <br /> <br />(3) Encouragement of uniform and consistent <br /> land use patterns. <br /> <br />(4) <br /> <br />Encouragement of private commercial/ <br />industrial rehabilitation, development <br />and capital investment. <br /> <br />(5) Implementation of the updated General Plan. <br /> <br />(6) <br /> <br />Encouragement of highest and best use of <br />available land consistent with the updated <br />General Plan. <br /> <br />(7) Improvement of traffic circulation to and <br /> from proposed new Amtrak Station. <br /> <br /> <br />
