RESOLUTION NO. 82-85
PAGE TWO

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF
SANTA ANA DOES RESOLVE AS FOLLOWS:

Section 1. The Council hereby certifies that the Final
Environmental Impact Report for the Santa Ana South Main
Street Redevelopment Project has been completed in
compliance with the California Environmental Quality Act,
the State CEQA Guidelines and local procedures, and that the
Council has reviewed and considered the information
contained in the Final Environmental Impact Report.

Section 2. The Council hereby finds on the basis of the
Final EIR that the proposed Project will not have
significant effects on the natural or biological environment
and that changes or alterations have been required in, or
incorporated into, the Project which mitigate or avoid the
potentially significant effects on the man-made and physical
environment identified in the Final EIR and listed below:
(1) Land Use Impact; (2) Traffic Impact; (3) Air Quality
Impact; (4) Noise Impact; (5) Energy Impact; (6) Relocation
Impact; (7) General Housing Market Impact; (8) Municipal
Fiscal Impact; (9) Impact on Historical Resources; (10)
Resources Impact; and (11) Growth-inducing Impact. This
finding is based upon information contained in the Final EIR
and by the following statement of facts:

(a) The purpose of the proposed Redevelopment Plan
represents an intensification of development in the
Project Area and the elimination of blighting and
undesirable land uses. This impact cannot be pre-
vented without preventing development in the Project
Area. The proposed Redevelopment Plan is consistent
with the General Plan for the City of Santa Ana and
is a mechanism permitting the implementation of
portions of the General Plan.

(b) The public improvements contained in the proposed
Redevelopment Plan mitigate certain potential specific
traffic impacts stemming from implementation of the
proposed Project and are also intended to alleviate
certain existing traffic problems within the Project
Area. However, other existing traffic conditions
within and without the Project Area and the jurisdic-
tion of the City of Santa Ana preclude the Commission's
and the City's ability to assure that some adverse
traffic impacts will not occur as a result of the
Project. This is so given the regional nature of these
problems as they relate to already adverse conditions
