RESOLUTION NO. 82-85 <br />PAGE FIVE <br /> <br />the Agency is required by the California CRL to insure <br />that not less than 20% of all taxes which are allocated <br />to the Agency pursuant to ~33670 of the CRL shall be <br />used by the Agency for the purposes of increasing <br />and improving the community's supply of low and <br />moderate income and very low income households, un- <br />less certain findings are made. <br /> <br />(j) Potential adverse municipal fiscal impact of new <br />development will be mitigated through: (1) the <br />allocation of tax increment revenues to pay for costs <br />of public and other improvements which cannot be <br />provided from any other source; (2) the limitation <br />of Agency land acquisition to projects with immediate <br />development potential; and (3) the phasing of develop- <br />ment to insure that municipal costs do not exceed <br />municipal revenues. <br /> <br />(k) Potential adverse effects to structures of <br />historic value will be avoided or mitigated by: <br />(1) requiring a survey and report prior to any Agency <br />involvement with the development of any site in the <br />Project Area to determine if the site has structures <br />of historic value; and (2) requiring a supplemental <br />EIR for any Agency activity which would involve the <br />loss of any structure of historic value to determine <br />the nature and extent of the adverse impact and <br />feasible mitigation measures and alternatives. <br /> <br />(1) Under the proposed Redevelopment Plan, a high <br />level of material and labor resources will be com- <br />mitted to the development of industrial, commercial <br />facilities and the public and other improvements <br />over the duration of the Plan. Substantial quan- <br />tities of building materials and fuel will be <br />utilized in this construction. These commitments <br />of resources are not significant when compared to <br />other similar developments ongoing elsewhere in the <br />region and are considered justified in order to <br />revitalize the Project Area in accordance with the <br />objectives of the Redevelopment Plan and to conserve <br />existing uses. <br /> <br />(m) The proposed Redevelopment is specifically <br />intended to provide for the orderly growth of Santa <br />Ana in accordance with the City's General Plan. <br />Mitigation measures are provided in the City's <br />development ordinances to insure that development <br /> <br /> <br />
