EJC:ar <br />4/5/82 <br /> <br />RESOLUTION NO. 82-92 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA ORDERING CLOSURE OF SECOND STREET BETWEEN <br />BROADWAY AND SYCAMORE STREET TO VEHICULAR TRAFFIC <br /> <br /> WHEREAS, Section 21101 (a) of the California <br />Vehicle Code grants authority to local agencies to close any <br />highway when in the opinion of the legislative body of that <br />agency it is no longer needed for vehicular traffic; and <br /> <br /> WHEREAS, by Resolution No. 77-12, the Community <br />Redevelopment Agency of the City of Santa Ana ("Redevelop- <br />ment Agency") authorized award of a contract for archi- <br />tectural and engineering services for the proposed Second <br />Street Mall on Second Street between Broadway and Sycamore <br />Street, Santa Ana, in the amount of Twenty-nine Thousand <br />Four Hundred Fifty Dollars ($29,450.00); and <br /> <br /> WHEREAS, 'on March 19, 1979, the Redevelopment <br />Agency awarded a construction contract to construct public <br />improvements on the Second Street Mall in the amount of <br />Three Hundred Thirty-six Thousand Eight Hundred Seventy-six <br />Dollars Eighty Cents ($336,876.80); and <br /> <br /> WHEREAS, the necessary public improvements on the <br />Second Street Mall were completed on January 21, 1980; and <br /> <br /> WHEREAS, the Redevelopment Agency has from time to <br />time entered rehabilitation agreements with owners of <br />property fronting the Second Street Mall to rehabilitate <br />existing buildings; and <br /> <br /> WHEREAS, the Director of Transportation of the <br />City of Santa Ana has determined that Second Street between <br />Broadway and Sycamore Street is no longer needed for ve- <br />hicular traffic; and <br /> <br /> WHEREAS, the City Council of the City of Santa Ana <br />desires to close Second Street between Broadway and Sycamore <br />Street to vehicular traffic, other than emergency and util- <br />ity vehicles, to preserve the public and private improvements <br />designed for pedestrian use. <br /> <br /> <br />
